Resolution to Approve a Professional Services Agreement with Adams-Gibson, LLC for On-Site Occupational Medical Surveillance Services ($280,000.00)
Memorandum
The attached resolution requests authorization for a three-year contract for services with Adams-Gibson, LLC, not to exceed $40,000.00 per year, starting in August of 2026. In addition, the resolution seeks authorization for administrative approval of two (2) two-year renewal terms pursuant to the same terms and conditions upon mutual agreement.
In 2026, the City of Ann Arbor issued RFP 26-26 for on-site occupational medical surveillance testing services including annual audiograms, respirator user clearance and fit testing, tuberculosis testing and other services as required by Michigan Occupational Safety and Health regulations. The City received multiple proposals and based on a review of each vendor’s professional qualifications, past involvement with similar projects, proposed work plan and fee proposals, Adam-Gibson, LLC was selected.
Budget/Fiscal Impact: Funding for the FY27 portion of the contract is available in the approved FY27 Safety Unit’s Risk Fund operations and maintenance budget. Future funding will be included in annual Risk Fund operation and maintenance budgets; if so approved by City Council.
Adams-Gibson, LLC complies with the requirements of the Non-Discrimination, Conflict of Interest, and Living Wage ordinances.

Whereas, In 2026, the City Safety Unit issued a request for proposal for qualified vendors and provided intent to award to Adams-Gibson, LLC pending City Council approval; and
Whereas, Adams-Gibson, LLC will enable the city to meet its obligations to provide occupational testing and screening services to its employees in compliance with occupational health regulations;
RESOLVED, That Council approve the Professional Services Agreement between Adams-Gibson, LLC and the City of Ann Arbor for On-Site Occupational Medical Surveillance Services, not to exceed $40,000 per year, for an initial term of three years:
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the agreement after approval as to substance by the City Administrator and approval by the City Attorney;
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution including execution of any documentation to identify Adams-Gibson, LLC as the City’s provider for on-site occupational medical surveillance services, and any changes or amendments that do not exceed the amounts authorized herein; and
RESOLVED, That the City Administrator be authorized to approve two (2) two-year renewal terms under the same terms and conditions, at the City’s discretion.
