Resolution to Decertify Five Streets Not Being Used as Active Roadways

Memorandum

Public Act 51 of 1951, as amended, requires that road segments shown on the official Act 51 map that are not presently being used as active roadways be formally decertified. Five such locations, a total of 880 feet, have been brought to the City’s attention by the State of Michigan. The following Resolution will authorize the decertification of these locations that are presently shown erroneously as active streets on the Act 51 map.

 

These locations, shown visually on the attached maps, are as follows:

 

                     White Street immediately north and south of Stadium Boulevard. White Street once intersected with Stadium, but no longer does, requiring a change it its total length.

 

                     Valley Drive/Rose Drive. These streets are shown as connecting on the current map, however they do not actually connect.

 

                     Haisley Drive (east end). The street is shown on the map extending too far to the east.

 

                     Oak Hills Drive. The street is shown on the map extending slightly too far to the west.

 

                     Thaler Avenue east of Garden Circle. This segment of Thaler shown on the current map is not a public street.

 

Upon approval by City Council, the Street Administrator for the City will have these locations removed from the Act 51 map prior to submitting the certified copy back to the State of Michigan.

Whereas, Public Act 51 of 1951, as amended, requires that road segments shown on the official Act 51 map that are not presently being used as active roadways be formally decertified;

 

Whereas, The following five segments of roadway within the City of Ann Arbor meet this criterion:

 

White Street 78 feet north of E. Stadium Boulevard and 75 feet south of E. Stadium Boulevard.

 

Valley Drive and Rose Drive from end of existing roadway to end of existing roadway (155 feet total). These streets do not actually connect to one another.

 

Haisley Drive from end of existing roadway east 131 feet. This portion of the certified street is on public school property.

 

Oak Hills Drive from end of existing roadway west 126 feet. This portion of the certified street does not actually exist;

 

Thaler Avenue east of Garden Circle (315 feet). This is not an active street; and

 

Whereas, The City Council does wish to decertify the above-listed roadway segments.

 

RESOLVED, That City Council approves the decertification of two portions of White Street 78 feet north of E. Stadium Boulevard and 75 feet south of E. Stadium Boulevard;

 

RESOLVED, That City Council approves the decertification of a portion of Valley Drive and Rose Drive from the west end of the existing roadway on Valley Drive to the south end of the existing roadway on Rose Drive (155 feet total);

 

RESOLVED, That City Council approves the decertification of a portion of Haisley Drive from the end of the existing roadway east 131 feet;

 

RESOLVED, That City Council approves the decertification of a portion of Oak Hills Drive from the end of the existing roadway west 126 feet;

 

RESOLVED, That City Council approves the decertification of a portion of Thaler Avenue east of Garden Circle 315 feet;

 

RESOLVED, That the City’s Street Administrator be authorized to alter the official City of Ann Arbor Act 51 Certification Map to reflect these decertifications, and to submit this resolution to the State; and

 

RESOLVED, That the City Administrator be authorized to take necessary administrative actions to implement this resolution.
