Memorandum

Attached for your approval is a resolution that authorizes the purchase of a Henderson BrineXtreme Infinity brine making system and fill point from Knapheide Truck Equipment.

 

The City currently does not pre-treat roadways with salt brine. The addition of salt brine making equipment will enable the City to utilize best management practices in winter road maintenance and is part of an effort to improve winter maintenance response practices. The application of salt brine directly to roads is more effective than the direct application of rock salt and has less environmental impact.

 

The City uses a cooperative purchasing program, Sourcewell (formerly called NJPA), for many of its equipment purchases. Henderson Products, Inc. was awarded Contract Number 080114-HPI by the Sourcewell cooperative purchasing program for brine making equipment and Knapheide Truck Equipment is the dealer of record for Henderson in the State of Michigan.

 

Budget/Fiscal Impact:  Funding for this equipment was not anticipated during the budget development process and will need to be appropriated from the unobligated Major Streets ($84,112.50) and Local Streets Fund Balances ($17,045.00).  Operationally, this purchase is expected to reduce the amount of salt required while adding an improved level of service for winter roadway maintenance.

 

Knapheide Truck Equipment  complies with the requirements of the City’s conflict of interest and non-discrimination ordinances

Whereas, The City wishes to improve winter weather response on roadways through use of salt brine to pre-treat roads;

 

Whereas, Utilization of salt brine for winter weather response is considered an industry best management practice;

 

Whereas, It is more cost effective and practical to make salt brine than to purchase and store large quantities;

 

Whereas, Competitive bids were received by Sourcewell cooperative purchasing program;

 

Whereas, Henderson Products, Inc. was awarded the contract and Knapheide Truck Equipment of Flint, MI, is the dealer of record for Henderson in the State of Michigan;

 

Whereas, Knapheide Truck Equipment complies with the requirements of the City’s conflict of interest and non-discrimination ordinances; and

 

Whereas, Funding for this purchase is available in the Major and Local Streets Fund Balance;

 

RESOLVED, That City Council appropriates $84,112.50 from the unobligated Major Street Fund Balance and $17,045.00 from the Local Street unobligated Fund Balance; thereby increasing the respective revenue and expenditure budgets respectively;

 

RESOLVED, That the City Council approve the issuance of a purchase order to Knapheide Truck Equipment for the purchase of a Henderson BrineXtreme Infinity brine making system and fill point in the total amount of $101,157.50; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
