Memorandum

This memorandum and resolution requests approval to increase a Sole Source Purchase Order with Trojan Technologies Corp. for parts and service for the Water Treatment Service Unit (WTSU) Trojan UV Disinfection system.

 

The WTSU process utilizes two (2) Ultraviolet (UV) reactor trains to provide secondary disinfection and ensure compliance with Long-Term 2 Enhanced Surface Water Treatment Rule (LT2ESWTR) requirements. Trojan Technologies Corp. is the original equipment manufacturer and sole source supplier of replacement parts compatible with the WTSU UV system. The UV disinfection equipment requires regular preventive maintenance and wear part replacement. Additionally, periodic maintenance and repairs for unplanned issues require replacement parts and specialized service from OEM-certified technicians

 

In September 2025, Council approved a sole source purchase order for necessary parts and service in the amount of $50,000.00. The WTSU is requesting an additional $25,000.00 to cover additional unforeseen parts and labor needs that have arisen over this year and to keep the UV disinfection in operation through the end of the fiscal year.

 

Trojan Technologies Corp. complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinances.

 

Budget/Fiscal Impact: These parts and services are to be funded from the approved FY26 Water Supply System Fund operating and maintenance budget.

 

Charter language requires best source goods procurement over $25,000.00 receive City Council Approval.

Whereas, The Water Treatment Services Unit utilizes UV disinfection in its treatment process;

 

Whereas, Trojan Technologies Corp. is the original equipment manufacturer and the sole source supplier of all replacement parts;

 

Whereas, Critical replacement parts for the UV system are necessary for continued operation of the WTSU UV disinfection system;

 

Whereas, Funding for UV system components is available in the approved FY26 Water Supply System operating and maintenance budget;

 

Whereas, Trojan Technologies Corp. is the Sole Source for the Trojan UV system; and

 

Whereas, Trojan Technologies Corp. complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That City Council approve an increase to the Sole Source Purchase Order in the amount of $25,000.00 to a total value of $75,000.00; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
