Resolution to Authorize an Agreement with Washtenaw County for Rain Garden Maintenance in City Parks ($300,000.00)

Attached for your review and consideration is a resolution to authorize an agreement with Washtenaw County for rain garden maintenance in City parks for five years, through 2029, not to exceed $60,000.00 per year.
The City’s park system currently has eighteen (18) rain gardens designed to capture stormwater runoff and provide natural filtration. These rain gardens were installed over the last 20 years, and Washtenaw County has performed maintenance for each garden since their creation. Historically, this maintenance has been paid for with funds from the City’s Stormwater department, however, Stormwater funds can no longer be used to pay for the maintenance of these rain gardens. The Parks department has the funds to pay for their maintenance from the Park Maintenance & Capital Improvements Millage.
Budget/Fiscal Impact: Funding for this work is and will be available from the Park Maintenance & Capital Improvements millage for the duration of the agreement.

Whereas, The City’s park system currently hosts eighteen rain gardens that are in need of annual maintenance; and
Whereas, Washtenaw County has provided consistent maintenance of the City’s rain gardens since their installations; and
Whereas, Funding for this work is and will be available from the City’s Park Maintenance & Capital Improvements millage.
RESOLVED, That City Council approves an agreement with Washtenaw County in the amount of $300,000.00, not to exceed $60,000.00 per year, for the maintenance of City rain gardens for five years;
RESOLVED, That the Mayor and City Clerk are authorized and directed to execute said agreement, after approval by the City Attorney and City Administrator;
RESOLVED, That the funds are available for the life of the project without regard to fiscal year; and
RESOLVED, That the City Administrator is authorized to take all appropriate actions to implement this resolution.
