Resolution to Approve a Best Source Contract with ClearGov Inc. for Digital Budget Book Software (October 1, 2025 - June 30, 2029) ($114,644.22)
Memorandum
The City desires to move to a more modern digital budget book solution than is currently being utilized. The recommended solution provides an enhanced interactive budget book document and increases budget transparency.
ClearGov Inc. was selected as the vendor for the ease of use of their product, ability to integrate with the City’s existing financial software and availability to get the City migrated over to this software so that it can be utilized for the FY 2027 budget book. It is recommended that ClearGov Inc. be approved as a best source vendor as there are limited providers in the software industry with this type of software and that are able to meet all necessary requirements for the digital budget book that would allow the City to continue to apply for the Government Finance Officers Association budget award.
Budget/Fiscal Impact: Funding for this software is available in the Financial Services annual budget.

Whereas, A modern budget digital budget book is desired for ease of use and increased budget transparency;
Whereas, ClearGov Inc. can provide the necessary software to create a digital budget book; and
Whereas, Funding is available in the Financial Services annual budget;
RESOLVED, That City Council approves a best source contract from October 1, 2025 through June 30, 2029 with ClearGov Inc. in the amount of $114,644.22;
RESOLVED, That the Mayor and City Clerk are authorized to sign the agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
Resolved, That the City Administrator is authorized to take all appropriate actions to implement this resolution, including signing all necessary documents and sub-agreements.
