Resolution to Approve a General Services Agreement with Facility Service Janitorial LLC d/b/a Facilities 360 for Janitorial Services at the Water Treatment Plant, RFP 26-25 ($150,000.00) 

Memorandum

This memorandum and resolution requests approval of a three-year General Services Agreement for Janitorial Services with Facility Service Janitorial LLC d/b/a Facilities 360 for fiscal years 2027 through 2029 (FY27-FY29) with the option of three (3) one (1)-year renewals.

 

In April of 2026, the City issued a request for proposals to award a contract for janitorial services at the Water Treatment Services Unit. The City received nine (9) proposals. A selection committee from the Water Treatment Services Unit reviewed and scored the proposals. Facility Service Janitorial LLC received the highest score from the proposals. It is therefore recommended that City Council approve the General Services Agreement with Facility Service Janitorial LLC for Janitorial Services for FY27, FY28, and FY29 in the amount of $150,000.00 with the option to renew for three additional one-year periods (FY30- FY32) with for compensation not-to-exceed $50,000.00 for each renewal period.

 

Facility Service Janitorial LLC complies with the requirements of the City’s Non-Discrimination and Living Wage ordinance.

 

Budget/Fiscal Impact: These services are to be funded from the approved FY27 Water Supply Fund operating budget. Services for future fiscal years will be funded from the operating budget for these fiscal years, if so approved by Council.

Whereas, The City issued RFP 26-25 for Janitorial Services for the Water Treatment Services Unit facilities;

 

Whereas, Of the nine (9) proposals received, Facility Service Janitorial LLC d/b/a Facilities 360 received the highest overall score;

 

Whereas, Janitorial services are budgeted for in the FY27 Water Supply Fund  operating budget and in future fiscal years, if so approved by Council; and

 

Whereas, Facility Service Janitorial LLC d/b/a/ Facilities 360 complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That City Council approves a General Services Agreement with Facility Service Janitorial LLC d/b/a Facilities 360 in the amount not-to-exceed $150,000.00 through FY29 for Janitorial Services (RFP 26-25);

 

RESOLVED, That the City Administrator be authorized to approve up to three additional one-year renewals of the agreement and the same terms and conditions with the compensation for each renewal period not-to-exceed $50,000.00 and subject to the availability of funding with the total amount of the agreement with all renewals not to exceed $300,000.00;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
