Resolution to Approve a Community-Based Crisis Response Pilot Grant Contract with the Michigan State Police, to Accept a Grant in the Amount of $483,000.00, and to Appropriate Funding in the Amount of $603,750 (8 Votes Required)
Memorandum
This resolution seeks City Council acceptance of a $483,000.00 grant from the Michigan State Police (MSP), Grants and Community Services Division, for establishing a community-based crisis response program (the Grant) and approval of the Community-Based Crisis Response Pilot Grant Contract with the MSP (the Grant Agreement).
Representative Jason Morgan secured the Grant from the MSP. Pursuant to the terms of the Grant Agreement, the City will be awarded a total maximum allocation of $483,000.00, for the reimbursement of authorized expenditures. The Grant shall be utilized solely for the purpose of supporting a new or existing community-based crisis response program. The Grant funds must be expended by the end of the four-year performance period of the Agreement. The City is required to provide a 25% match of all grant funds expended.
It is anticipated that up to 2.0 FTEs may be hired with these funds. Their employment shall be subject to available funding at the end of the of grant.
Budget/Fiscal Impact: Funding for the 25% match is available in the FY25 General Fund Budget from the Marijuana Excise Tax funds for acceptance of this grant award.

Whereas, The Michigan State Police has awarded the City of Ann Arbor a $483,000.00 grant to advance establishing a community-based crisis response program (the Grant);
Whereas, The Community-Based Crisis Response Pilot Grant Contract between the Michigan State Police and the City outlines the terms of the Grant (the Grant Agreement);
Whereas, Pursuant to the terms of the Agreement, the City will be awarded a total maximum allocation of $483,000.00, for the reimbursement of authorized expenditures, of which may be spent on up to 2.0 FTEs for wages and benefit costs;
Whereas, The Grant shall be utilized solely for the purpose of supporting a new or existing community-based crisis response program and all Grant funds must be expended by the end of the four-year performance period of the Grant Agreement.
Whereas, The Grant Agreement requires the City to provide 25% match of all Grant funds; and
Whereas, Funding for the 25% match is available in the FY25 General Fund budget from the Marijuana Excise Tax funds;
RESOLVED, That City Council accept a grant of $483,000.00 from the Michigan State Police;
RESOLVED, That City Council appropriate $483,000.00 to the City Administrator’s FY25 Major Grants Programs Fund budget with the source of revenue being the Community-Based Crisis Response Pilot Grant Program grant from the Michigan State Police;
RESOLVED, That City Council appropriate $120,750.00 for the required 25% matching funds to the City Administrator’s FY25 Major Grants Programs Fund budget with the source of revenue being a transfer from the FY25 General Fund proceeds from the Marijuana Excise Tax funding;
RESOLVED, That City Council approve and authorize up to 2.0 FTEs to be hired utilizing the Community-Based Crisis Response Pilot Grant Program grant from the Michigan State Police;
RESOLVED, That all amounts herein are without regard to fiscal year;
RESOLVED, That City Council approves the Community-Based Crisis Response Pilot Grant Contract between the Michigan State Police and the City (Grant Agreement);
RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the Grant Agreement following approval as to form by the City Attorney and as to substance by the City Administrator; and
RESOLVED, That the City Administrator is authorized to take all appropriate actions to implement this resolution and to administer the Grant Agreement, including but not limited to exercising the City’s right to terminate the Agreement per its terms.
