Attached for your review and consideration for approval, please find a resolution to authorize the award of a Professional Services Agreement with Carlisle/Wortman Associates, Inc. for building, rental and planning services with detailed hourly cost descriptions for each service provided.
This contract includes administrative services for the building official and front counter staff, as well as planning ordinance creation upon request. Other required services include building, trade, and rental inspections upon request within 24 hours of the City’s needs, as well as regular plan review services to meet the City's service demands. This contract is for three years, with three optional one-year extensions.
Two firms submitted proposals for the required building, rental, and planning services as defined in the RFP 25-24. Staff evaluated the proposals and selected Carlisle/Wortman based on their proposal, which outlined their professional services, staff qualifications, past involvement with similar services, and cost. Carlisle/Wortman has been providing reliable services to the City of Ann Arbor under contract since 2014 and complies with the City of Ann Arbor Non-Discrimination and Living Wage Ordinances.
Budget/Fiscal Impact: Funding for this project is available in the FY 2026 Construction Fund expenditure budget and shall be budgeted in future years.

Whereas, It is necessary to retain a qualified professional services firm to perform building official, planning and front counter administration upon request, as well as building, trade and rental housing inspections and plan review services;
Whereas, Proposals were received by the City’s Procurement Office and evaluated by Building and Planning staff on the basis of professional services, staff qualifications, past involvement with similar services, and cost;
Whereas, Carlisle/Wortman Associates, Inc. of Ann Arbor, Michigan has submitted to the City a proposal for the necessary services, setting forth the services to be performed by said firm and the payments to be made by the City, all of which are agreeable to the City;
Whereas, Carlisle/Wortman Associate, Inc. is in compliance with the City of Ann Arbor Non-Discrimination and Living Wage Ordinances;
Whereas, Funding for the building, rental and planning professional services is available in the FY 2026 Construction Fund Expenditure budget as defined by the terms of the contract; and
Whereas, Cost for the building, rental and planning professional services have been defined in terms of hourly fees specific to services provided as defined in the contract;
RESOLVED, That City Council approve the Professional Services Agreement between the City and Carlisle/Wortman Associates Inc. for Third Party Building, Rental and Planning Services for Three Years at a Total of $1,950,000 with Three Optional One-Year Extensions at $650,000 Per Year;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the Agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution, including administrative approval and execution of any additional agreements or documents necessary to effectuate the terms of the Agreement but not exceeding the approved expenditure, and termination of the Agreement per its terms if deemed appropriate.
