Title
Resolution to approve an Increase to the Best Source Purchase Order with Jack Doheny Companies Inc. for Repairs and Replacement Parts for Closed-Circuit Television Equipment for FY27 in the Amount of $70,000.00
Memorandum
Attached for approval is a resolution authorizing an increase to the best source purchase order with Jack Doheny Companies Inc. for required maintenance and parts related to the Public Works closed-circuit television (CCTV) equipment for projected repairs and maintenance in FY27.
CCTV equipment is used daily in utility operations to visually inspect the interior condition of sanitary and storm infrastructure pipes. The City CCTV truck "2615" uses IBAK cameras and tractors. On August 17, 2026, Council approved (R-26-331) a sole source purchase order with Brown Equipment Company for IBAK pipeline inspection and rehabilitation equipment. At that time, Brown Equipment Company was the sole source distributor for IBAK in the states of Ohio, Michigan, Kentucky and Indiana.
Recent IBAK camera equipment distribution changes have rendered Brown Equipment Company no longer the sole source provider for parts and service for IBAK CCTV systems. Jack Doheny Companies Inc. is now an additional distribution and repair center for IBAK camera systems and is located in Northville, MI. The geographic location of Jack Doheny Companies Inc. is a benefit to the City by eliminating shipping and/or towing charges for equipment since Brown Equipment Company services IBAK equipment in their Indiana location.
Due to recent repairs, Public Works requested a best source purchase order in the amount of $25,000.00 with Jack Doheny Companies Inc. Public Works is requesting an increase to said purchase order totaling an amount not to exceed $70,000.00.
Public Works is requesting an increase to the best source purchase order with Jack Doheny Companies Inc. in exchange for vacating the former purchase order with Brown Equipment Company for the same services.
Sole/best source goods procurement over $25,000.00 requires City Council Approval per City purchasing policy.
Jack Doheny Companies Inc. complies with the requirements of the City’s Conflict of Interest and the Non-Discrimination Ordinance.
Budget/Fiscal Impact: Funding is available in the approved FY27 Stormwater Fund and Sewage Disposal System Fund Operating and Maintenance Budgets.
