Resolution to Approve the 3785 Varsity Drive Area Plan (CPC Recommendation: Approval - 8 Yeas and 0 Nays)
Memorandum
This resolution will approve the area plan for one lot proposed to be rezoned from M1 (Limited Industrial District) to C2B (Business Services District). A petitioner must submit an area plan with a rezoning request to show conceptual development of the area to be rezoned. Site plan approval is required before any of the development shown on the area plan may be constructed.
Petition Summary:
Two apartment buildings with a total of 50 one-bedroom units are proposed on this vacant parcel. The parking spaces will be located primarily beneath the buildings, and some surface parking spaces would be located on the north side of the parcel. Portions of the site are located in the floodplain and floodway.
This area plan is associated with the 3785 Varsity Drive Conditional Zoning under consideration on the July 20 City Council Agenda.
The City Planning Commission, at its meeting of May 5, 2026, recommended approval of the area plan request.

Whereas, Umlor Group and Prime Development Group, LLC have requested area plan approval in support of a rezoning request;
Whereas, The Ann Arbor City Planning Commission, on May 5, 2026, recommended approval of the petition;
Whereas, The development would comply with all applicable local, state, or federal laws, ordinances, standards and regulations;
Whereas, The development would limit the disturbance of natural features to the minimum necessary to allow a reasonable use of the land, applying criteria for reviewing a natural features statement of impact set forth in Chapter 55; and
Whereas, The proposed uses or other uses permitted under the associated amendment to C2B (Business Services District) are compatible with the City’s adopted plans and policies;
RESOLVED, That City Council approves the 3785 Varsity Drive Area Plan dated December 11, 2025.
