The attached resolution provides for action to set a public hearing on April 4, 2022 on the application of Sartorius BioAnalytical Instruments (“Sartorius”), for an industrial facilities exemption certificate in Industrial Development District 2021-001, established by the City of Ann Arbor on March 7, 2022.
State law and City Council policy require that a public hearing be scheduled upon receipt of application for an industrial facilities exemption certificate in an established development district. Sartorius filed an exemption certificate with the City Clerk on March 8, 2022.
Sartorius is requesting a 12-year abatement on up to $54,587,000 of real property site improvements and up to $8,943,000 of personal property.

Whereas, Pursuant to Public Act 198 of 1974, as amended (“Act”), after a duly noticed public hearing on January 3, 2021, the Ann Arbor City Council established Industrial Development District No. 2021-001;
Whereas, Pursuant to the Act, Sartorius BioAnalytical Instruments filed an application with the City Clerk for an Industrial Facilities Exemption Certificate for all real property improvements to be constructed and new personal property to be acquired and installed within Industrial Development District 2021-001;
Whereas, Before acting on said application, City Council is required to hold a public hearing at which the applicant, the City Assessor, and a representative of each of the affected taxing units and the public are afforded an opportunity to be heard on the application; and
Whereas, Sartorius has not begun construction of the real property improvements or installation of new machinery and/or equipment six months prior to March 8, 2022, the date of the filing of the application for the Industrial Facilities Exemption Certificate;
RESOLVED, That the City Council of the City of Ann Arbor hereby sets a public hearing for Monday, April 4, 2022 at 7:00 p.m. at the regular meeting of the City Council, in the 2nd Floor Council Chambers, Guy Larcom Municipal Building, 301 E. Huron Street, Ann Arbor, to receive comment from the applicant, City Assessor, representatives from affected taxing units, and the public on the application of Sartorius for an Industrial Facilities Exemption Certificate for property improvements to be constructed and new personal property to be acquired and installed within Industrial Development District 2021-001;
RESOLVED, That the City Clerk be directed to publish notice of the public hearing in a newspaper of general circulation in the City and mail notice of the hearing to the applicant, the City Assessor, and each of the affected taxing units in accordance with City Council Tax Abatement Policy; and
RESOLVED, That the City Clerk shall maintain on file and make available on request copies of the application filed March 8, 2022 by Sartorius for an Industrial Facilities Tax Exemption Certificate.
