Attached for your review and approval is a resolution to authorize an Agreement with the Ann Arbor Public Schools (AAPS) to construct Water Main Improvements at Tappan Middle School as part of the Vaughn St./ Nob Hill/ Copley Ave./ Harbal/Leaird Dr./ Yost Alley Water Main And First Street Sanitary Replacement Project.
 
In the event of a fire, it is necessary to have adequate fire hydrant coverage at the school in order to effectively address public safety. Fire hydrant coverage at Tappan Middle School is currently inadequate.  
 
The City is replacing the water main in Copley Avenue this summer to provide adequate fire coverage for Copley Avenue residences.  At AAPS's request, this water main will be extended to provide flow to a new fire hydrant that will serve nearby Tappan Middle School.  The AAPS and City anticipate that there will be a cost savings, increased efficiency and reduction of possible contractor conflicts if the City undertakes work for the AAPS to serve Tappan Middle School in conjunction with the water main replacement project;
 
The Agreement submitted with this resolution has been reviewed and approved by the Ann Arbor Public Schools.

Whereas, It is beneficial to the community to have adequate fire hydrant coverage at the Tappan Middle School in the event of a fire;
 
Whereas, The fire hydrant coverage at Tappan Middle School is currently inadequate;
 
Whereas, The City is replacing the water main in Copley Avenue that will provide flow to the fire hydrant that will serve nearby Tappan Middle School and Copley Avenue residences, and the AAPS and City anticipate that there will be a cost savings, increased efficiency and reduction of possible contractor conflicts if the City undertakes this project for the AAPS in conjunction with that water main replacement project;
 
Whereas, The City and the AAPS have reached an understanding regarding the performance of and payment for the Project;
 
Whereas, The City of Ann Arbor has completed the project design and has let the construction contract for bids;
 
Whereas, Funding for work done on AAPS property and to serve the school will be paid for by the Ann Arbor Public Schools as stated in the agreement; and
 
Whereas, The City of Ann Arbor will administer the construction contract for all the improvements and pay for the items benefiting the City;
 
RESOLVED, That the City enter into the attached agreement with the Ann Arbor Public Schools for the construction of Water Main Improvements at Tappan Middle School;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement, after approval as to form by the City Attorney and approval as to substance by the City Administrator; and
RESOLVED, That the City Administrator be authorized to take the necessary
administrative actions to implement this resolution.
