Resolution to Approve Amendment No. 1 to the Professional Services Agreement with Tetra Tech Inc., for Geotechnical and Environmental Services (Additional $100,000.00 for a Contract Total of $200,000.00)

Memorandum

This resolution requests approval of Amendment No. 1 to the professional services agreement for Geotechnical and Environmental Services with Tetra Tech Inc. (Tetra Tech).  The City Council approved a professional services agreement for $100,000.00 with Tetra Tech on May 2, 2023, as part of Resolution No. R-23-125.

 

The geotechnical and environmental testing for the Chapin & Third Reconstruction Project and the adjacent Park View Place Utility Extension Project are more extensive than a typical project due to high groundwater and contamination concerns. With Tetra Tech already being involved and its extensive knowledge of the potential contamination in the area, staff recommends extending the existing contract with Tetra Tech to continue to perform these testing services through the completion of the project. Tetra Tech has done similar work for the City in the past, and staff is comfortable with their knowledge and expertise.

 

Tetra Tech complies with the City’s Non-Discrimination and Living Wage ordinances.

 

Budget/Fiscal Impact:  The costs for the project are included in the Capital Improvement Plan budget for the Chapin & Third Reconstruction Project (TR-SB-24-06, UT-ST-24-01, and UT-WS-24-02) and the Park View Place Utility Extension Project (UT-SN-22-10, UT-WS-22-13).

Whereas, Council approved a professional services agreement with Tetra Tech Inc. for $100,000.00 for as-needed Geotechnical and Environmental Service in May 2023 as part of Resolution No. R-23-125.

 

Whereas, Tetra Tech Inc. is already performing testing services for the Chapin & Third Reconstruction Project and the adjacent Park View Place Utility Extension Project, and as a result, it has the knowledge of the potential contamination in the area;

 

Whereas, The cost of this amendment is included in the approved capital project budgets; and

 

Whereas, Tetra Tech Inc. complies with the City’s Non-Discrimination and Living Wage ordinances;

 

RESOLVED, That City Council approve Amendment No. 1 to the Professional Services Agreement with Tetra Tech Inc, in the amount of $100,000.00 for additional Geotechnical and Environmental Services relating to the Chapin & Third Reconstruction and Park View Place Projects Utility Extension Projects;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said amendment after approval as to form by the City Attorney and approval as to substance by the City Administrator;

 

RESOLVED, That the funds be available for the life of the project(s) without regard to fiscal year; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
