Resolution to Authorize Execution of Change Order No. 1 to the Construction Contract with J. Ranck Electric, Inc. (Bid No. 4504) for the Installation of additional RRFBs ($100,000.00)

Attached for your review and approval is a resolution to authorize execution of a change order to the City’s contract with J. Ranck Electric, Inc. (J. Ranck), to add $100,000.00 to the project cost, in exchange for J. Ranck’s installation of additional rectangular rapid flashing beacons (RRFBs) at four additional City crosswalks.
As background, RRFBs heighten driver awareness of pedestrians crossing major streets and thereby improve pedestrian safety. The 2013 Non-Motorized Plan Update identified 20 potential RRFB locations around the City. Staff prioritized these (and other locations) and evaluated their suitability for RRFBs.
In August 2017, the City awarded J. Ranck a contract (Bid No. 4504) to install RRFBs at 8 locations. That contract’s work is underway.
Given the unit prices in J. Ranck’s bid, expanding its contract through the proposed change order will permit economical installation of RRFBs at these additional, existing crosswalks:
• Fuller Road at Fuller Park*
• South Maple Road at Pennsylvania Ave
• Green Road at Greenbrier Blvd.
• Packard Road at Hikone
* RRFBs at this location were planned for installation in the Fall 2017. However, additional hardware was needed for Eisenhower at Northbrook, so this location is being postponed until the spring.
J. Ranck will order materials upon execution of the change order and installations will proceed in the spring, after construction of concrete foundations.
J. Ranck is, to the City’s knowledge, in compliance with the requirements of the City’s Non-Discrimination and Living Wage ordinances.
Budget Impact
The Washtenaw County road millage and the City street, bridge, and sidewalk millage fund the project. Estimated annual maintenance costs for each installation are approximately $1,500.00, and will be funded by the Major Street Fund operations and maintenance budget.

Whereas, RRFBs heighten driver awareness of pedestrians crossing major streets, which improves pedestrian safety;
Whereas, J. Ranck is currently under contract to install RRFBs at multiple locations as a result of ITB No. 4504;
Whereas, The unit prices in J. Ranck’s contract will make expanding that contract to require installation of RRFBs at additional locations economical;
Whereas, Funding for the additional RRFB installations is available from the Washtenaw County road millage funds and the City street, bridge, and sidewalk millage; and
Whereas, J. Ranck is, to the City’s knowledge, in compliance with the requirements of the City’s Non-Discrimination and Living Wage Ordinances;
RESOLVED, That a change order in the amount of $100,000.00 to the contract with J. Ranck be approved for the installation of RRFBs at additional crosswalk locations specified above;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said change order after approval as to form by the City Attorney and approval as to substance by the Public Services Area Administrator and City Administrator; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
