Resolution to Approve a Construction Contract with Brencal Contractors, Inc. for the South Maple Park and Dexter Park Improvements Project ($1,711,338.91)
Memorandum
Attached for your review and action is a resolution for improvements to South Maple Park and Dexter Park. Improvements at South Maple Park include installation of pickleball courts, tennis courts, sidewalk, and an expanded parking lot area. Improvements at Dexter Park include the installation of a basketball court, pavilion, seating areas with accessible grills and sidewalk connections.
Solicitation of Bids: Park staff solicited proposals with Public Improvement Request for Proposal #25-57 through the City’s Procurement Unit. The documents were advertised on the City’s Website and on the Michigan Inter-governmental Trade Network (MITN) website. On December 3, 2025, five (5) proposals were received and publicly opened.
A selection committee comprised of Community Services staff and managing consultants reviewed the proposals and determined which bidder was the Best Value based on the criteria in ORD-21-41:

• Workforce Development (20%)
• Social Equity & Sustainability (20%)
• Schedule of Pricing/Cost (20%)
After reviewing and scoring the proposals, staff ranked the responding firms in the following order:
1. Brencal Contractors, Inc.
2. DeMaria Building Company
3. Anglin Civil, LLC
4. Granger Construction Company
5. Fonson Company, Inc.
Brencal Contractors, Inc. received the highest score among the proposals reviewed by the selection committee. Therefore, staff recommends approving a contract with Brencal Contractors, Inc. in the amount of $1,711,338.91 for the project.
Brencal Contractors, Inc. complies with the requirements of the City’s Non-Discrimination, Prevailing Wage, and Living Wage Ordinances.
Budget/Fiscal Impact: Funding is available in the approved FY 2026 Park Maintenance and Capital Improvement Millage budget. A 10% construction contingency ($171,133.89) is requested to cover potential contract change orders to be approved by the City Administrator. It is requested that the $1,882,472.80 contract and contingency amount be approved for the life of the project without regard to fiscal year.
The Park Advisory Commission recommended approval of this contract at their January 27, 2026 meeting.

Whereas, Enhancements to South Maple Park and Dexter Park have been identified as part of ongoing efforts to implement neighborhood park capital improvements and to improve accessibility;
Whereas, Pickleball courts, tennis courts, sidewalk, and an expanded parking lot area will be installed at South Maple Park;
Whereas, A basketball court, pavilion, seating areas with accessible grills and sidewalk connections will be installed at Dexter Park;
Whereas, Parks staff solicited proposals through the City’s Procurement Unit and on December 3, 2025, five proposals were received for this work;
Whereas, Brencal Contractors, Inc. received the highest score among the proposals reviewed by the selection committee, with a total of 1,711,338.91 to complete the work;
Whereas, Brencal Contractors, Inc. is able to meet the project requirements and has submitted all required Non-Discrimination, Prevailing Wage, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non-Discrimination, Prevailing Wage, and Living Wage Ordinances;
Whereas, Funding for this project is available from the approved Park Maintenance and Capital Improvement Millage Fund; and
Whereas, The Park Advisory Commission recommended approval of this contract at their January 27, 2026 meeting;
RESOLVED, That City Council approve a construction contract with Brencal Contractors, Inc. in the amount of 1,711,338.91 for construction of the South Maple Park and Dexter Park Improvements Project;
RESOLVED, That a contingency amount of $171,133.89 (10%) be established within the project budget to cover potential contract change orders for the life of the project without regard to fiscal year and that the City Administrator be authorized to approve additional change orders to the construction contract with Brencal Contractors, Inc. not to exceed the contingency amount in order to satisfactorily complete this project;
RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the contract after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take necessary administrative actions to implement this resolution, including issuing temporary and permanent Traffic Control Orders and night work authorizations as required for the construction of the project.
