Resolution to Ratify the Emergency Purchase Order Request and Appropriate Funds for Steel Push Wall Repair at Material Recovery Facility (MRF) with Speed-Tech Equipment Co. ($37,278.93) (8 Votes Required)
Memorandum
The attached resolution ratifies the emergency purchase order authorization, and appropriates funds for, the necessary repairs of the steel push wall at the Ann Arbor Material Recovery Facility (MRF) with Speed-Tech Equipment Co. As provided in City Code 1:317, the Public Services Area received an emergency approval for the steel push wall repairs at the MRF with Speed-Tech Equipment Co.
The current condition of the wall poses a safety concern and has allowed for the collection of compostable material in proximity to the wall. In an effort to eliminate any unmitigated cause of the MRF fire on August 8, 2017, Global Green Services Group, LLC (GGSG) will clean and remove waste and compostable debris from the site. It is imperative that this push wall repair coincide with the cleaning effort in order to successfully mitigate the site.
Speed-Tech Equipment Co. complies with the City’s non-discrimination and living wage ordinances.

Whereas, Recycling is a component of the City’s Solid Waste Resource Plan and is a valued service of the community;
Whereas, Protection of the City’s Material Recovery Facility (MRF) structure and the workers engaged in recycling related efforts at the MRF is of utmost importance;
Whereas, On August 8, 2017 there was a fire incident at the MRF;
Whereas, During the fire investigation it was noted that the steel push wall within the MRF was damaged and in need of repair;
Whereas, The current condition of the wall poses a safety concern for staff and has allowed for the collection of compostable material in proximity to the wall;
Whereas, All but one of the potential causes have been mitigated, with only the potential cause of spontaneous combustion of accumulated waste material and dust within the facility remaining to be mitigated;
Whereas, Global Green Services Group, LLC (GGSC) is performing the necessary services to remove the accumulated waste material and dust within the MRF to mitigate the last unmitigated possible cause of the fire incident, and it is imperative that the push wall repair coincide with the cleaning effort in order to successfully mitigate the site;
Whereas, Speed-Tech Equipment Co. complies with the City’s Non-Discrimination and Living Wage Ordinances; and
Whereas, Funding for these services is available in the Solid Waste Fund fund balance;
RESOLVED, That City Council ratify the emergency purchase order issued to Speed-Tech Equipment Co. for the services to repair the steel push wall;
RESOLVED, That $37,278.93 be appropriated from the Solid Waste Fund fund balance for this purchase order; and
RESOLVED, That the City Administrator be authorized to take any other necessary administrative actions to implement this resolution.
