Resolution to Close Streets for the Ann Arbor Goddess 5K to Benefit Michigan Ovarian Cancer Alliance on Sunday, May 14, 2017
Memorandum
Attached for your consideration is a request from Epic Races to close the following streets on Sunday, May 14, 2017 from 4:00 A.M. until 10:30 A.M. for the Ann Arbor Goddess 5K to Benefit Michigan Ovarian Cancer Alliance event:
• Main Street between Keech and Liberty
• Liberty between Main and State
• Hill between Main and Division
• Division between Hill and Hoover
• Hoover between Division and Greene
• Greene between Hill and Keech
• Davis between Greene and Main
• Keech between Greene and Main
• Maynard between William and Liberty
The actual race will start at 8:00 A.M. and end by 9:00 A.M. with all streets to be reopened as soon as safely possible after the last runners and participants have cleared the affected areas. There will be a sound system with a microphone at the Start/Finish line at Liberty and State to announce the start of the races.
Established in 2011, the Michigan Ovarian Cancer Alliance (MIOCA) promotes saving women’s lives through the early detection of ovarian cancer and improved treatment outcomes. In addition to community outreach and education, MIOCA provides advocacy, resources and support throughout Michigan.
Epic Races and MIOCA are partnering to bring the Ann Arbor Goddess 5K to Ann Arbor. The goal of the event is to raise money and awareness for ovarian cancer through an event that provides improved health and fitness for women. There will also be a Family One Mile Fun Run and shorter races for kids. The applicant hopes that this will be a Mother's Day event for the entire family and will encourage families to come from out of town and have brunch in Ann Arbor. The Maynard Parking Structure will be accessible via Thompson Street.
Epic Races will submit an application for approval from the State of Michigan Liquor Control Commission for temporary sales, service and consumption of alcoholic beverages in the defined areas pursuant to the MLCC regulations.
This is the 4th year of this event. As there were issues with the 2015 event, Police will not give final approval until the following conditions are met, as they were for 2016:
1) Approval from the State Street Association;
2) Porta-john delivery will take place no earlier than Friday, May 12 at 5:00 p.m.;
3) Temporary liquor license signed off by Ann Arbor Police Department and not Washtenaw County;
4) A plan for a well-constructed area to serve alcohol with approval by City Police and Fire and MLCC and provide trained monitors to prevent “grab and go” alcoholic drinks.
Notification of the street closings will be provided through the City’s website and GovDelivery, the applicant will notify churches and neighborhood associations, and pass out fliers to impacted businesses and residents along the course no later than one week prior to the event.

Whereas, The street closures will be signed, barricaded and properly supervised;
Whereas, The Sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, and to comply with all City regulations governing the use of the streets;
Whereas, The Sponsor has agreed to pay the cost of City services associated with the staging of this event;
Whereas, The Sponsor will obtain approval from the State Street Association for this event;
Whereas, The Sponsor requires the approval of the Michigan Liquor Control Commission for a special outdoor liquor license that will be approved by Ann Arbor Police;
Whereas, The Sponsor will submit a plan to Ann Arbor Police for a well-constructed area to serve alcohol with trained monitors to prevent “grab and go” alcoholic drinks;

RESOLVED, That a special liquor license for the event be approved, contingent upon approval from the Michigan Liquor Control Commission and Ann Arbor Police; and
RESOLVED, That City Council approve the closing of the following streets on Sunday, May 14, 2017 from 4:00 A.M. until 10:30 A.M. for the Ann Arbor Goddess 5K to Benefit Michigan Ovarian Cancer Alliance event:
• Main Street between Keech and Liberty
• Liberty between Main and State
• Hill between Main and Division
• Division between Hill and Hoover
• Hoover between Division and Greene
• Greene between Hill and Keech
• Davis between Greene and Main
