Attached for your review and approval is a resolution to extend the Construction Services Agreement with Precision Concrete Cutting (Bid No. 4418) for the 2017 Sidewalk Cutting Project.
Budget Impact
The project is an anticipated annual expenditure and will be funded from the Street, Bridge, and Sidewalk Millage capital budget.
During the past five construction seasons, 2012 - 2016, the Sidewalk Repair Program has repaired numerous sidewalks throughout the entire City. Beginning in 2017, the Sidewalk Repair Program will revisit neighborhoods where work had been performed in 2012. The attached map shows the areas of the City that will be targeted in 2017.
The work included in this agreement consists of the horizontal cutting of sidewalk slabs that have "vaulted" or "displaced" joints. By horizontally cutting sidewalk that is in otherwise good condition, the cost of full removal and replacement can be avoided. The scope of the work includes cutting vaulted sidewalk slabs where the vertical displacement is greater than ½" in height. Vertical displacements greater than 1" in height are generally considered to be too large for cutting and are typically removed and replaced with new concrete.
Precision Concrete Cutting was the low responsible bidder for the Sidewalk Cutting Project for the previous five years of the Sidewalk Repair Program. Based on Precision Concrete Cutting’s previous performance, City staff recommends that their contract be extended for one year as allowed for in the 2016 contract and requests that the City Administrator be authorized to extend the contract one additional year in 2018, subject to the availability of funding, as allowed for in the 2016 contract.
Precision Concrete Cutting complies with the requirements of the nondiscrimination and living wage ordinances.

Whereas, The 2017 Ramp & Sidewalk Repair Project is necessary to maintain high quality pedestrian facilities in the City of Ann Arbor;
Whereas, Horizontal cutting of sidewalk to eliminate vertical sidewalk displacements is a cost-effective and low impact solution to assist the City in repairing sidewalks;
Whereas, Competitive bids were received by Procurement on February 25, 2016 and Precision Concrete Cutting was the lowest responsible bidder and the 2016 Contract provides for an extension of the contract for a one-year term, subject to the terms and conditions in the original contract;
Whereas, Precision Concrete Cutting performed sidewalk cutting from 2012 through 2016 to the satisfaction of the City;
Whereas, The current contract sets forth the services to be performed by Precision Concrete Cutting, and the payments to be made by the City therefore, all of which are agreeable to the City;
Whereas, The City of Ann Arbor approved Street, Bridge, and Sidewalk Millage Fund capital budget includes sufficient funds for the annual Ramp & Sidewalk Repair Project;
Whereas, Precision Concrete Cutting complies with the requirements of the Nondiscrimination and Living Wage Ordinances; and
Whereas, The 2016 contract with Precision Concreate Cutting includes the option for two one-year renewals and City Council wishes to authorize the City Administrator to extend the Contract in 2018 for the second one-year period, subject to the availability of funding.
RESOLVED, That a contract extension in the amount of $150,000.00 be awarded to Precision Concrete Cutting for the concrete cutting portion of the 2017 Ramp & Sidewalk Repair Project;
RESOLVED, That a contingency amount of $15,000.00 be authorized within the project budget and that the City Administrator be authorized to approve change orders to the construction contract with Precision Concrete Cutting, not to exceed $15,000.00 in order to satisfactorily complete this project;
RESOLVED, That the City Administrator be authorized to approve the option for a one-year renewal in 2018, subject to the availability of funding; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
