Resolution to Promote Effective Mitigation of Traffic Impacts Resulting from Site Re-engineering by Entities Exempt from City Jurisdiction
Memorandum
The City of Ann Arbor is the host to several institutional property owners that have significant operations on their properties, including but not limited to the federal government, the University of Michigan, and the Ann Arbor Public Schools System. In the interest of optimizing the safe and efficient movement of traffic on their properties, these entities periodically re-develop and re-engineer the on-site driveways. However, the consequences of these actions sometimes have the opposite impact and adversely impact mobility and safety in the public right of way. This resolution seeks to implement a collaborative and coordinated approach to these redevelopments, and to require City approval of these changes prior to implementation.
Budget/Fiscal Impact: There is no direct budgetary impact to the City.

Whereas, The City of Ann Arbor is responsible for effective management of the public right of way to ensure the safe and efficient movement of all modes of transportation;
Whereas, The City is the host to several entities, including but not limited to the University of Michigan and the Ann Arbor Public Schools System, that own and operate large facilities within the City;
Whereas, These entities periodically re-evaluate and re-engineer on-site traffic flows to improve efficiency and safety; and
Whereas, The reconfiguration of on-site traffic flows may adversely impact the safe and efficient movement of motorists, pedestrians, and bicyclists in the adjoining and connected public right of way;
RESOLVED, That City Council requests that these entities directly collaborate and coordinate with City staff early in the planning stages of its site re-engineering;
RESOLVED, That the City Council directs the City Administrator to report to Council on the status and potential impacts of these actions; and
RESOLVED, That the City Council directs the City Administrator to amend the City’s policy agenda to include the initiative to require entities holding and operating large facilities within the limits of a City to obtain City approval when changes to on-site traffic patterns can be anticipated to have impacts on the safe and effective movement of all users of the public right of way.
