Resolution to Approve Amendment No. 1 to the Professional Service Agreement with C&S Engineers Inc. for Work Related to the Ann Arbor Municipal Airport Taxilane Paving Project ($38,800.00)

Attached for your consideration is a resolution to approve Amendment No. 1 to the Professional Services Agreement between the City and C&S Engineers Inc. (C&S), Livonia, Michigan, in the amount of $38,800.00, for engineering services related to the construction of the Taxilane Paving Project at the Ann Arbor Municipal Airport.
This overall project consists of the design and construction administration of the rehabilitation of approximately 30,000 square feet of asphalt in the Northwest Tee Hangar taxilane. This is considered the lowest grade of pavement at the airport according to the Pavement Condition Index (PCI) tracked by MDOT. The grant funding for this design project was approved by Council on November 17th, 2025.
This Amendment is being requested because the initial design contract was in the amount of $55,944.00 and the construction administration cost for this Amendment to that agreement is $38,800.00 causing Fleet & Facilities to need the authorization of Council.
The City issued an SOQ in September 2025 in accordance with MDOT Aeronautics Guidelines and C&S was selected as the airport consultant in December 2025. The work included in this proposal includes final design, technical specifications and drawings, bidding, and construction administration as applicable. It also addresses the significant agency coordination requirements of projects at the airport between the Federal Aviation Administration, Michigan Office of Aeronautics, Washtenaw County, Pittsfield Charter Township and the City of Ann Arbor.
The resolution includes a recommended 10% project contingency of $3,800 to cover potential contract change orders to be approved by the City Administrator if necessary.
Budget/Fiscal Impact: Funding for the work is available by a grant approved by Council from MDOT for the design and construction of the Taxilane Paving Project.
C&S Engineers Inc. complies with the requirements of the City’s Conflict of Interest, Living Wage and Non-Discrimination ordinances.

Whereas, The City needs to reconstruct the taxilane pavement in the Northwest Tee Hangar area at the Ann Arbor Municipal Airport;
Whereas, C&S Engineers Inc., Livonia, Michigan was selected as the airport’s consulting engineer in December 2025;
Whereas, The City and C&S Engineers Inc. entered into a Professional Services Agreement in the amount of $55,944.00 for the design of the Taxilane Paving Project;
Whereas, Construction administration services for the Taxilane Paving Project are required for an additional for of $38,800.00, increasing the contact to a total amount of $94,744.00;
Whereas, Funding for the work is available from a MDOT grant for the design and construction of the Taxilane Paving Project which Council already approved; and
Whereas, C&S Engineers Inc. complies with the requirements of the City’s Conflict of Interest, Living Wage and Non-Discrimination Ordinances;
RESOLVED, The City Council approve Amendment No. 1 to the Professional Services Agreement with C&S Engineers Inc. in the amount of $38,800.00 for construction administration for the reconstruction of the Taxiline Paving Project in the Northwest Tee Hangar at the Ann Arbor Municipal Airport;
RESOLVED, That City Council approves a project contingency of $3,800.00 for potential amendments, subject to City Administrator approval;
RESOLVED, That the Mayor and City Clerk be authorized and directed to sign the Amendment upon approval as to form by the City Attorney, and upon approval as to substance by the City Administrator; and
RESOLVED, That the City Administrator be directed to take the necessary administrative actions to implement this resolution including the approval and execution of change orders within the approved authorization.
