Resolution to Prohibit On-Street Parking on the East Side of Page Avenue from Esch Avenue to Harpst Street

Memorandum

Attached for your review and approval, please find a resolution to approve the prohibition of on-street parking on the east side of Page Avenue from Esch Avenue to Harpst Street.

 

In November of 2020, voters approved a six-year Sidewalk Construction Millage. This millage, which will generate an annual revenue of approximately $1.4 million, is being used exclusively for sidewalk gap filling projects. Funding from the Sidewalk Construction Millage applies to all sidewalks constructed adjacent to tax-paying parcels in the City of Ann Arbor.  ​

 

The city developed a prioritization system for the public right-of-way where sidewalks do not currently exist. The system considers proximity to schools, transit, and other pedestrian attractors; equity; classification of adjacent road; community support/citizen requests; and safety. This system identifies the highest priority sidewalk gaps for inclusion in the City's Capital Improvements Plan (CIP).

 

Page Avenue sidewalks gaps score primarily in the “High” range. This score accounts for a petition that was submitted requesting the project. The project will be constructed in conjunction with the 2024 Annual Resurfacing Program.

 

Based on the recommendations in the City’s Non-Motorized Plan, feedback from the Transportation Commission (Resolution attached), and the results of the public feedback, City staff developed a design that includes a sidewalk within the existing right-of-way (ROW) by relocating the existing east curbline six feet to allow for reduced tree/landscaping removal and provide for increased driveway length. In order to accommodate this, on-street parking will need to be eliminated on the east side of Page Avenue within the project limits. The remaining width of Page Avenue will be twenty feet, allowing for one-way/yield condition traffic while removing on-street parking on one side of the street.

 

Chapter 126 of City Code requires Council approval for the permanent or temporary restriction of parking for more than one block. Therefore, a resolution to prohibit on-street parking on the east side of Page Avenue from Esch Avenue to Harpst Street is presented.

 

Budget/Fiscal Impacts:  Other than that minor cost of installing the No Parking signs, the removal of parking will have no budgetary impacts.

Whereas, The City’s Transportation Plan calls for the filling of sidewalk gaps throughout the City and the gaps along Page Avenue score in the “High” category in the City’s prioritization system;

 

Whereas, The curb on the east side of Page Avenue will be shifted to accommodate natural features and driveways, and the resulting width of the street will not be wide enough to accommodate on-street parking on both sides;

 

Whereas; The Transportation Commission recommends that the City Council approve the prohibition of on-street parking on the east side of Page Avenue from Esch Avenue to Harpst Street; and

 

Whereas, Chapter 126 of City Code requires Council approval for the permanent or temporary restriction of parking for more than one block;

 

RESOLVED, That City Council approve the City Administrator’s issuance of a traffic control order prohibiting parking along the east side of Page Avenue from Esch Avenue to Harpst Street and ordering installation of appropriate signage for “No Parking Tow Away Zone”; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
