Title
Potential 2024 Energy Commission Agenda Topics
Body
Topics submitted for discussion:
• Update on A2ZERO work in Bryant (tentatively scheduled for February)
o Neighborhood Tour of Bryant neighborhood
o How and when will the neighborhood model which has been developed for Bryant - e.g., outreach, engagement / listening, education, assessments, projects (appliance & HVAC electrification, networked geothermal, etc.), etc. - be scaled and deployed to other neighborhoods in A2?
• Presentation on the state of global climate (tentatively scheduled for February)
• Assess feasibility of carbon impact user fee for new construction and existing buildings as proposed in resolution 23-1521, Resolution Recommending a Carbon Impact User Fee for New Construction
• Presentation from City Administrator supporting voluntary efforts to increase emissions reductions per resolution 23-1004 (collaboration with above bullet)
• Continue discussions to understand how commission can further support energy-efficient new construction in A2
• Michigan Building code update
• MI state clean energy mandates and impacts / opportunities for A2ZERO goals
• Ann Arbor Area Transit Authority (AAATA) decarbonization transit update
o Decarbonization plans compared / contrasted with other similar transit authorities
o Pair with an update on U-M's bus fleet decarbonization plans so the two can be compared and contrasted (consider pairing with below bullet)
• Update on DTE infrastructure projects and their impact on reliability, and how DTE plans to incorporate distributed energy resources (DERs)
• Michigan Public Service Commission (MPSC) representative share about electric utility regulation and what is being done to hold DTE accountable
• Presentation on University of Michigan sustainability strategy and planned areas of cooperation and collaboration with the City of A2, including aspects related to the comprehensive / campus planning updates currently being done by other entities
• Insights from commercial and multifamily building energy and water benchmarking [according to Energy and Water Benchmarking Ordinance (City Code 104) adopted in October 2021], including possible/necessary actions and policy changes
• Marginal emissions, emotionality, and automated emissions reduction
• Review of the final "Energy Options Analysis Report" and its recommendations, especially the changes to the draft version
• Review of the Green Rental Housing Program Ordinance proposal (prior to going to City Council for approval)
• Review of OSI’s annual GHG Inventory
• More frequent and transparent tracking of A2 Zero goals - it would be helpful to revisit the Resolution to Improve City of A2 Performance Transparency and understand progress
• Transportation electrification discussion on how to leverage proven and creative solutions to further increase non-carbon intensive modes of transportation
