Resolution Ratifying the Issuance of an Emergency Purchase Order to Raynor Overhead Door Corporation for the Repair and Replacement of Overhead Doors at the Materials Recovery Facility and Waste Transfer Station ($48,555.00)

The attached resolution ratifies and approves the emergency issuance of a purchase order to Raynor Overhead Door Corporation for the repair/replacement of 19 overhead doors located at the Materials Recovery Facility (MRF) and Waste Transfer Station (WTS).
The overhead doors at the MRF and WTS are in various states of disrepair, with some that are completely inoperable and stuck in the open position. While these are City owned facilities, maintenance was the responsibility of the previous operator. The City’s Safety Division has raised specific concerns over the state of these doors in their recent safety report. Half the doors at the WTS are inoperable and stuck in the open position which creates an immediate safety and security concern, and could subject the City to a permit violation by the Michigan Department of Environmental Quality.
To address the problem in a timely manner, three quotes were solicited and Raynor Overhead Door Corporation provided the lowest responsible proposal. Funding for this work is available in the approved FY 2017 Solid Waste Fund operating budget. The resolution includes a recommended project contingency of $5,000.00 to cover potential change orders to be approved by the City Administrator if necessary.
Raynor Overhead Door Corporation complies with the requirements of the City’s Living Wage and non-discrimination ordinances.

Whereas, The City of Ann Arbor has recently taken over maintenance responsibilities at the City owned Materials Recovery Facility (MRF) and Waste Transfer Station (WTS);
Whereas, Overhead doors at these facilities are in various states of disrepair, including some that are inoperable and stuck in the open position;
Whereas, The City’s Safety Division has cited these doors as an immediate safety concern in a recent safety audit of these facilities and overhead doors that don’t close may also be a violation of the City’s permit with the Michigan Department of Environmental Quality;
Whereas, The City solicited competitive quotes and Raynor Overhead Door Corporation provided the lowest responsible proposal;
Whereas, Raynor Overhead Door Corporation complies with the requirements of the City’s Living Wage and Non-Discrimination Ordinances;
Whereas, Sufficient funds have been budgeted in the FY 2017 Solid Waste Fund operating budget for the proposed expenditure; and
Whereas, The City Administrator has exercised Chapter 14, Section 1:316 for an emergency purchase for this work;
RESOLVED, That the purchase order to Raynor Overhead Door Corporation in the amount of $48,555.00 for the repair/replacement of overhead doors issued under the City Administrator’s authority granted in Chapter 14, Section 1:316 of the Ann Arbor City Code be ratified and approved;
RESOLVED, That City Council authorize a project contingency in the amount of $5,000.00 to cover potential change orders; and
RESOLVED, That the City Administrator be authorized to take necessary administrative action to implement this resolution.
