Resolution to Approve a Professional Services Agreement with Old World Construction LLC for Roof Repair and Replacement Services Related to Bryant Neighborhood Decarbonization Work ($300,000.00)

Memorandum

Attached for your review and consideration is a Professional Services Agreement with Old World Construction LLC to complete roof repair and replacement service work in homes within the Bryant Neighborhood as part of the City’s neighborhood decarbonization work there.

 

As background, for over four (4) years, City staff have been working with the residents of the Bryant Neighborhood and Community Action Network (CAN) to determine what it would look like to make Bryant one of the nation’s most sustainable and resilient existing neighborhoods. Ideas emerging through these engagements informed a scope of services and fundraising efforts by both the City and CAN. This includes two relatively recent grants the Office of Sustainability and Innovations won from the Michigan Public Service Commission (totaling $3.1 million) to implement solutions such as weatherization, flood remediation, appliance replacements, electrical upgrades, solar, and energy storage solutions in the Bryant neighborhood and a $5 million award from the State of Michigan to test a Virtual Power Plant in Bryant.

 

Originally, these awards did not include any funding support for roofing. However, after doing initial assessments for weatherization services and for solar services, it was discovered that many homes were in need of roof repair and/or replacement in order to benefit from the energy improvements being made. As such, the City requested an amendment to the award with the Michigan Public Service Commission to include roof repair and roof replacement as allowable expenses.

 

After an initial discussion, the Michigan Public Service Commission agreed to the change and allowed the City to reallocate its budget as follows:

The reductions in funding from the Michigan Public Services Commission for solar and energy storage will be made up with funding in our State of Michigan Virtual Power Plant grant ($5 million). This means there will be no reduction in the amount of solar and storage installed in the neighborhood. The other items selected for funding reduction (e.g., windows, stoves) were due to the lower take-up by residents than anticipated.

 

Overall, these changes allow the project team to deliver services that are more reflective of the needs of residents.

 

After this change was approved, the Office of Sustainability and Innovations released a request for proposals (RFP 26-16) in early January to secure bids for roofers. In mid-March, responses were received to this RFP. Upon review by a committee, three firms were selected to move forward into contracting for roof repair and replacement services: RoCo Enterprises, LLC dba RoCo Roofing LLC; American National Renovations LLC; and Old World Construction LLC.

 

While the total grant funds available for roofing work is $700,000, the City is seeking approval for an agreement with a not to exceed amount of $300,000 for each firm to ensure the City has the flexibility to assign work, as needed, to the contractor with the most capacity and ability to deliver the services in the time timeline established.

 

Old World Construction LLC is compliant with the City’s living wage, non-discrimination, and conflict of interest policies and is prepared to immediately begin work upon contract execution.

 

Budget/Fiscal Impact:  Funding for this Professional Services Agreement is available through the Michigan Public Services Commission grant won by the Office of Sustainability and Innovations.

Whereas, The City’s A2ZERO Plan calls for massive efforts to decarbonize buildings throughout the City of Ann Arbor;

 

Whereas, The City’s Office of Sustainability and Innovations has been working for three years with Community Action Network and the residents of the Bryant Neighborhood to identify solutions and actions that will help make the Bryant Neighborhood one of the first carbon neutral neighborhoods in the country; 

 

Whereas, Through these engagements, the City’s Office of Sustainability and Innovations has identified a series of home improvements that are necessary to help improve the health, safety, and sustainability of homes in the Bryant Neighborhood; 

 

Whereas, The City’s Office of Sustainability and Innovations submitted and won a grant through the Michigan Public Service Commission’s Department of Licensing and Regulatory Affairs under the Renewable Energy and Electrification Infrastructure Enhancement and Development Grant program to support the implementation of decarbonization solutions in the Bryant Neighborhood;

 

Whereas, City Council authorized receipt and appropriation of this grant award;

 

Whereas, Upon initiating work under this grant, it was discovered that significant needs existed for roofing repair and replacement services within the Bryant Neighborhood; 

 

Whereas, The City’s Office of Sustainability and Innovations requested a budget amendment to include roofing repair and replacement services as allowable expenses under the Michigan Public Services Commission grant;

 

Whereas, The Michigan Public Service Commission approved this grant amendment, allocating up to $700,000 for roofing repair and replacement services;

 

Whereas, The Office of Sustainability and Innovations released a request for proposal (RFP # 26-16) in January 2026 to identify firms capable of completing the roofing repair and replacement work;

 

Whereas, Old World Construction LLC was one of three firms selected to complete roofing repair and replacement services through this RFP; and

 

Whereas, Old World Construction LLC is compliant with the City’s living wage, conflict of interest, and non-discrimination policies;

 

RESOLVED, That City Council approve a Professional Services Agreement with Old World Construction LLC in a not to exceed amount of $300,000.00 for roofing repair and replacement services as identified in its bid sheets in connection with the decarbonization efforts in the Bryant Neighborhood;

 

RESOLVED, That City Council approve a 10% contingency to be allocated at the City Administrator’s discretion should additional work be necessary;

 

RESOLVED, That any funding in the FY26 expenditure budget related to this Professional Services Agreement be carried forward without regard to fiscal year;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said Professional Services Agreement after approval by the City Administrator and the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution, including execution of related additional agreements necessary to effectuate the terms of this Agreement; execution of authorized renewals and amendments not exceeding the approved expenditure amount; and termination of this Agreement as needed.
