Resolution to Approve Amendment No. 1 to the Professional Services Agreement with StructureTec Corporation for the Water Treatment Plant 2018 Architectural and Structural Repairs, RFP No. 18-10 ($135,375.00)
Memorandum
This memorandum and resolution requests approval of Amendment No. 1 to the Professional Services Agreement with StructureTec Corporation for the Water Treatment Plant 2018 Architectural and Structural Repairs, RFP No. 18-10 ($135,375.00).
The Water Treatment Services Unit (WTSU) maintains approximately 20 building envelopes and roofing systems, including at the Water Treatment Plant (WTP), two hydroelectric dam powerhouses, and 5 remote pump stations. These envelopes and roofing systems are different vintages. The WTP buildings, for example, include original, 1938 construction and expansions in 1949, 1965, 1974, 1996, 2008 and 2014.
Based on studies completed in 2017, several of the buildings associated with the WTP, pump stations and hydroelectric dam powerhouse were found to be in very poor to satisfactory condition. The roofing evaluation found that many of the roof systems have exceeded their service life and show signs of deteriorated sealant, deteriorated flashing and failed insulation, and experience leaks that have resulted in water damage. The masonry evaluation found major masonry distress and delamination, with widespread areas of cracked masonry units and deteriorated mortar joints on some of the older wall systems that date back to 1938.
In April of 2018, following a Council resolution, the City contracted with StructureTec Corporation for detailed design services and construction documents for architectural and structural repairs at the WTP and 5 outstations, in accordance with prioritized recommendations. This repair project is to restore the WTP facilities to structural soundness, prolong useful life while maintaining overall general appearances. StructureTec’s original scope included preliminary investigation, detailed design, construction document preparation and bid phase assistance.
The additional services for which this resolution seeks approve include:
• Field Quality Assurance
o 2 weekly site inspection visits and field report preparation
o Review and verification of quantities
o Oversight of construction schedule and conformance with construction documents
• Construction Administration Services
o Review of shop drawings, payment applications, requests for information (RFIs), change order requests
o Participation and documentation of progress meetings
o Development of field detail changes as needed
o Provide As-built (Conforming to Construction) Documents
o Closeout administration and coordination
Fiscal/budget impact
Council approved a professional services agreement with StructureTec for $133,950.00 on April 16, 2018 as part of Resolution No. R-18-128. Staff recommends it also approve Amendment No. 1 to that agreement for an additional $135,375.00, which would bring the total for engineering services to $269,325.00. Funds in the amount of $135,375.00 are included in the Water Supply System Capital Budget (UT-WS-08-04).
StructureTec Corporation complies with the City’s Living Wage and Non-Discrimination Ordinances.

Whereas, It is appropriate to complete the WTP 2018 Architectural and Structural Repairs Project, which involves masonry restoration, repair and replacement of roofs at the Water Treatment Plant and Barton Pump Station;
Whereas, The Project will repair critical infrastructure that has reached the end of its service life, restore the Water Treatment Plant to structural soundness, and prolong useful life while maintaining overall general appearances;
Whereas, The Project is identified as high priority in the City’s Capital Improvement Plan;
Whereas, StructureTec Corporation, as the design engineer for the Project, is uniquely qualified to perform construction phase work due to its intimate knowledge of the Project;
Whereas, Funding in the amount of $135,375.00 for this work is in the approved Water Supply System Capital Budget; and
Whereas, StructureTec Corporation complies with the City’s Living Wage and Non-Discrimination Ordinances;
RESOLVED, That the Amendment No. 1 to professional services agreement with StructureTec Corporation be approved in the amount of $135,375.00 for the Project;
RESOLVED, That a contingency in the amount of $13,500.00 be approved to finance change orders to the professional services agreement to be approved by the City Administrator;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the Amendment No. 1 after approval as to substance by the City Administrator and approval as to form by the City Attorney;
RESOLVED, That the City make the following declaration for the purposes of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expect to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds;
RESOLVED, That funds for this project be available for the life of the project without regard to fiscal year; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
