The attached resolution requests additional funding to be appropriated for the purchase of a Pierce Custom Enforcer Class A Pumper Fire Apparatus from Halt Fire, Inc. A change order to the original order was required in order to outfit this vehicle to fit the operational needs of the Fire Department.
City Council previously approved the purchase of this vehicle via resolution R-22-168 on June 6, 2022 for a total purchase price of $662,453.00. A build contingency of $20,000.00 was approved as part of this resolution. It is necessary to utilize $15,953.00 of the previously approved contingency for this change order.
Budget/Fiscal Impact: Although the contingency and use of the contingency was approved by City Council, a budget appropriation for the contingency was not requested under resolution R-22-168. This resolution requests a budget appropriation of $15,953.00 from the General Fund fund balance to the FY25 Fire Department General Fund budget for the additional contributed capital needed by the Fleet Services Fund for this change order. The Fleet Services Fund is also requesting a budget appropriation of $15,953.00 for the transfer of these funds from the General Fund.

Whereas, A change order was necessary for the scope of the build of the fire engine apparatus in the amount of $15,953.00;
Whereas, Upon approval of the appropriation from Fleet Services Fund fund balance and the appropriation from General Fund fund balance, adequate funding for the change order for the Pierce Custom Enforcer Class A Pumper Fire Apparatus from Halt Fire, Inc. will be available in the FY2025 Fleet Services Fund budget;
RESOLVED, That funding in the amount of $15,953.00 be appropriated from the General Fund fund balance to the FY2025 General Fund Fire Department expenditure budget as a transfer to the Fleet Fund;
RESOLVED, That contributed capital revenue in the amount of $15,953.00 be appropriated to the FY2025 Fleet Services Fund budget for the Pierce fire truck change order; thereby, increasing both the revenue and expenditure budgets;
RESOLVED, That all amounts herein are without regard to fiscal year;
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
