Memorandum
We recommend your approval of the attached resolution authorizing an agreement in the amount of $54,189.70 with JR Howell Airport Lighting LLC to complete the Airfield Marking, Signage and Energy Upgrade Project at the Ann Arbor Municipal Airport.    
 
The project includes the re-installation of pavement markings along the taxiways and ramp areas of the airport.  These markings delineate movement (controlled) and non-movement areas for aircraft while taxiing.  The project also includes the replacement and upgrading of lighted airfield signage.  Within the last year, the Federal Aviation Administration (FAA) has required air traffic controllers to expand their taxiing instructions to aircraft until the aircraft has left controlled areas.  The current airfield signage is inadequate to allow controllers to meet this mandate.  The energy upgrades in the project come in two forms.  First, all new and replacement signage will utilize LED lighting.  Second, much of the lighting on the airfield will become mic-controlled lighting after the air traffic control tower is closed.  Currently, the air traffic control tower turns on the airfield lighting at dusk or when they leave at 8 pm.  The airfield lights, except one lighting system that is FAA owned and is already mic-controlled, are left on all night until the tower re-opens at 8 am.  Mic-controlled lighting allows a pilot to activate the airfield lights prior to landing via radio.  The lights stay on for a pre-determined time to allow the pilot to taxi to their location and then shut off.  Since the airport gets minimal traffic after dark, this change should have a very positive impact on operational costs.  The energy upgrades included in this project are also supportive of the airport's FlyGreen initiative.
 
This is a Michigan Department of Transportation-Bureau of Aeronautics (MDOT-Aero) project that was allowed to be bid locally.  MDOT-Aero will provide the project administration and make payments directly to the contractor after the City has signed off on the work.  Requests for bids (ITB #4075) were posted on-line and qualified bids were received from three contractors.  Staff evaluated the bids and determined that the prices were competitive and recommends JR Howell Airport Lighting LLC be awarded the contract.  The bid tabulation is attached.  
 
Funding for this work is covered by the MDOT-Aero Airport Improvement Program Grant which is also on this agenda for Council's consideration.  The Airport's local share of this project is $1,355.00 and has been included in the approved Airport operations and maintenance budget.  The Airport Advisory Committee has reviewed and recommended that Council approve the airfield lighting project.
 
JR Howell Airport Lighting LLC received Human Rights and Living Wage approval on May 25, 2010.

Whereas, The City has determined that certain improvements are necessary at the Ann Arbor Airport;
 
Whereas, JR Howell Airport Lighting LLC of Luther, Michigan was the lowest responsible bidder to ITB #4075 which includes airfield markings, signage and energy upgrades;
 
Whereas, The City has received grant funding from the Federal Aviation Administration and the Michigan Department of Transportation-Bureau of Aeronautics that will fund the work proposed under this Agreement;
 
Whereas, The City share of this project is available in the approved Airport operations and maintenance budget; and
 
Whereas, JR Howell Airport Lighting LLC received Human Rights and Living Wage approval on May 25, 2010;
 
RESOLVED, The City Council approve the Agreement with JR Howell Airport Lighting LLC in the amount of $54,189.70 for installation of airfield markings, signage and energy upgrades at the Ann Arbor Airport;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to sign the Agreement upon approval as to form by the City Attorney, and upon approval as to substance by the City Administrator; and
 
RESOLVED, That the City Administrator be directed to take the necessary administrative actions to implement this resolution.
