Resolution to Approve Amendment No. 1 to the Professional Services Agreement with American National Renovations LLC for Roofing Repair and Replacement Services (Additional $50,000.00 for a Not-to-Exceed Contract Total of $350,000.00)

This resolution requests approval of Amendment No. 1 to the Professional Services Agreement for Roofing Repair and Replacement Services with American National Renovations LLC (American National). City Council approved a Professional Services Agreement for $300,000.00 with American National on May 4, 2026, in Resolution R-26-0661.
Under the current contract, American National has repaired or replaced 5 roofs by July 1st for the Bryant Neighborhood Decarbonization Project, to improve home energy efficiency, safety and comfort, and enable solar PV installations. While the contractor’s start was delayed due to insurance policy updates to comply with the City’s requirements, American National has demonstrated strong performance on these initial jobs, working well with the City and receiving positive feedback from residents and expeditious turnaround from project assignment to completion.
At the time of contracting, the City had a budget of $700,000.00 for roofing work in the neighborhood (funded by the Michigan Public Service Commission grant), which was divided among 3 contractors.
Since the original contract execution, we have identified additional need for roofing work and received a reallocation of grant funds increasing roofing funding to $812,500.00. Grant funds must be fully expended by August 15th, so timely completion of the work is essential.
Given American National’s strong performance and demonstrated ability to handle an increase in work assignments, Staff seeks to increase their contract to reflect the increased total funding and their larger share of the total work assignments.
American National complies with the City’s Non-Discrimination and Living Wage ordinances.
Budget/Fiscal Impact: The funding for these services is available in the approved project budget, funded by the Michigan Public Service Commission.

Whereas, City Council approved a Professional Services Agreement with American National Renovations LLC for an amount not-to-exceed $300,000.00 for roofing repair and replacement services in May 2026 (R-26-0661);
Whereas, Additional funding has been allocated for roofing repair and replacement in the Bryant neighborhood through the Michigan Public Service Commission grant, and that funding must be fully expended by August 15, 2026;
Whereas, American National Renovations LLC is one of three contractors assigned to roofing work under this grant and has demonstrated its ability to complete timely, quality installations and has additional capacity to complete more jobs;
Whereas, Staff is seeking to amend the Professional Services Agreement with American National Renovations LLC to assign it additional jobs reflecting its performance and the additional grant funding available;
Whereas, The cost of this amendment will be covered by grant funding; and
Whereas, American National Renovations LLC complies with the City’s Non-Discrimination and Living Wage ordinances;
RESOLVED, That City Council approve Amendment No. 1 to the Professional Services Agreement with American National Renovations LLC for Roofing Repair and Replacement Services to increase the compensation amount by $50,000.00 to an amended not-to-exceed amount of $350,000.00;
RESOLVED, That City Council approve a 10% contingency to be allocated at the City Administrator’s discretion should additional work be necessary;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said Amendment No. 1 after approval as to form by the City Attorney and approval as to substance by the City Administrator;
RESOLVED, That the funds be available for the life of the project(s) without regard to fiscal year; and
Resolved, That the City Administrator is authorized to take all appropriate actions to implement this resolution.
