Attached for your review and approval is a resolution authorizing an increase to the existing sole source purchase order with Brown Equipment Company for equipment repair and replacement parts related to the Public Works sanitary and stormwater pipeline televising equipment projected to be needed in FY27.
The City pipeline televising truck "2615" is used to inspect the interior of sanitary and storm infrastructure utility pipes and is used daily in utility operations. The truck is outfitted with IBAK cameras and tractors. Brown Equipment Company is the sole source provider for IBAK pipeline inspection and rehabilitation equipment in the states of Ohio, Michigan, Kentucky and Indiana.
Sole source goods procurement over $25,000.00 requires City Council Approval per City Charter.
Brown Equipment Company complies with the requirements of the City’s Conflict of Interest and Non-Discrimination Ordinance.
Budget/Fiscal Impact: Funding is available in the approved FY27 Stormwater Fund and Sewage Disposal System Fund Operating and Maintenance Budgets.

Whereas, The Public Works Unit uses CCTV equipment to inspect the underground sanitary and stormwater pipe conditions;
Whereas, Critical CCTV equipment requires repair services and replacement parts;
Whereas, Replacing the parts is necessary for continued operation and uninterrupted utility pipe assessments;
Whereas, Brown Equipment Company is the Sole Source for the IBAK brand equipment the City has invested into;
Whereas, Funding for the proposed purchase order is available in the approved FY27 Stormwater Fund and Sewage Disposal System Fund Operating and Maintenance Budgets; and
Whereas, Brown Equipment Company complies with the requirements of the City’s Conflict of Interest and Non-Discrimination Ordinance;
RESOLVED, That City Council approve an increase to the existing sole source purchase order with Brown Equipment Company for stormwater and sanitary pipeline inspection equipment parts and repair services in an amount totaling $70,000.00 in FY27; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
