Resolution to Approve a Professional Services Agreement with Fishbeck for Engineering and Parking Consulting Services for the Liberty Square Stair Project

Background: The DDA operates with a small staff, which requires consulting for necessary services, including construction engineering and project administration. The DDA’s current as-needed engineering services and construction engineering support contract is with Fishbeck. Fishbeck was selected by the DDA in 2021 following a Request for Proposal process.
Overview & Scope: Attached for your consideration is a resolution to approve a professional services agreement with Fishbeck for engineering and parking consulting services for an upcoming project at Liberty Square. The Liberty Square parking structure is a component unit of a larger condominium. The City and a private owner are condominium members, the DDA is involved as the entity responsible for parking facility operation and maintenance on behalf of the City. We are pursuing a major repair project in the Liberty Square stairwells. Project scope, timing, and funding are being developed, but approving this proposal with Fishbeck is a crucial first step and will allow us to proceed with the work as the other elements are confirmed. At a minimum the scope will include replacement of the stair treads and landings but may also include items such as mechanical systems, windows, doors, and painting.
The proposal for $128,500.00 includes the following scope of work:

3) Bidding
4) Construction Administration Office
5) Construction Administration Field

Whereas, The DDA mission is to strengthen the downtown area and attract new private investments, and it manages the public parking system as a means to help it accomplish its mission;
Whereas, Annually the DDA undertakes necessary repairs to keep the facilities in good condition;
Whereas, Development and administration of annual maintenance and restoration work requires the work of engineers with expertise in parking structures;
Whereas, In December 2021, following a Request for Proposal process, the DDA Board selected Fishback to perform this work on an as needed basis;
Whereas, A project that includes substantial repairs to both of the stair towers at Liberty Square is being planned for;
Whereas, Fishbeck’s cost proposal to develop and oversee this repair project is $128,500.00;
RESOLVED, The DDA Board approves a professional services agreement with Fishbeck for $128,500.00 for engineering and parking consulting services related to the Liberty Square stair project as outlined in their proposal, with funds coming from the Parking CIP fund.
RESOLVED, The DDA Board authorizes the DDA Executive Director to execute the Professional Services Agreement.
