Resolution to Approve 1209 South University Avenue Development Agreement, 1209 South University Avenue (CPC Recommendation: Approval - 8 Yes, 0 No)

Memorandum

This resolution will approve a Development Agreement between the City of Ann Arbor and CRG Development Services, LLC, the developer of a site planned project to construct a 19-story apartment building with ground floor commercial space.

 

The proposed total gross floor area is 230,709 square feet. The development includes 183 new residential units totaling 625 bedrooms, targeted towards university students. The ground floor is proposed to have 4,332 square feet of commercial space. The proposed building height is 19 stories (195 feet) and uses the 30% sustainability bonus exception to height limits. The project will provide a solar collector surface in compliance with UDC Section 5.18.4 to cover at least 60% of the building footprint. The building is planned for 100% electrification on day one, including all-electric heating sources. No vehicular parking is proposed. Seventy-nine Class A and 2 Class C bicycle parking spaces will be provided.

 

A development agreement requires approval by City Council. The Development Agreement specifies requirements associated with the approved 1209 South University Avenue Site Plan, including a voluntary parks contribution of $118,125. The City Planning Commission, at its meeting of March 4, 2025, approved the associated Site Plan and recommended approval of this request.

Whereas, The 1209 South University Avenue Site Plan was approved by City Planning Commission on March 4, 2025 in order to develop a 230,709 SF nineteen story mixed-use building containing 183 residential units and 4,332 square feet of retail space; and

 

Whereas, A development agreement has been prepared to address the voluntary parks contribution of $118,125;

 

RESOLVED, That the Mayor and City Clerk are authorized and directed to sign the 1209 South University Avenue Development Agreement after approval by the City Administrator and City Attorney; and

 

RESOLVED, That the City Administrator is authorized to take all appropriate actions to implement this resolution.
