Resolution to Award a Construction Contract to J. Ranck Electric, Inc. (ITB No. 4574) for 2019 RRFB Installations ($95,750.00)

Attached for your review and approval is a resolution to award a construction contract to J. Ranck Electric, Inc. in the amount of $ 95,750.00 for the installation of rectangular rapid flashing beacons (RRFBs) at various City locations.
RRFBs heighten driver awareness of pedestrians crossing major streets, which improves safety for pedestrians at these enhanced crosswalks. Staff has identified five locations, and evaluated them to verify their suitability for RRFBs:
• N. Maple Road near S. Circle Dr.
• N. Maple Road between Pamela Ave. and Sequoia Pkwy
• S. Maple Road between Bens St. and Russell St.
• Green Road at Greenbrier Blvd.
• Geddes Road east of Earhart Rd.
While Green Road/Greenbrier has a crosswalk, the remaining 4 locations are mid-block/uncontrolled crosswalks. City staff will install additional RRFBs at E. Eisenhower Parkway/Plaza Road (using a federal grant) and at E. Huron Street near N. Thayer Street (if approval can be obtained from MDOT).
Two contractors submitted bids for the project. J. Ranck Electric, Inc. was the lowest responsible bidder at $95,750.00, some 5 percent below the Engineer’s Estimate. J. Ranck Electric, Inc. complies with the requirements of the nondiscrimination and living wage ordinances.
Budget Impact: The Washtenaw County Road Millage funds and the City Street, Bridge, and Sidewalk Millage provide funding for the project. Annual maintenance costs associated with each installation are estimated to be $1,500 annually and will be funded by the Major Street Fund operations and maintenance budget.

Whereas, Staff evaluated five locations and verified their suitability for RRFBs;
Whereas, J. Ranck Electric, Inc. was the lowest responsible bidder for this work;
Whereas, Funding for the RRFB installations is available from the Washtenaw County Road Millage and the City Street, Bridge, and Sidewalk Millage;
Whereas, The proposed contract sets forth the services to be performed and payments to be made; and
Whereas, J. Ranck Electric, Inc. is in compliance with the requirements of the City’s Non-Discrimination and Living Wage Ordinances;
RESOLVED, That a contract in the amount of $95,750.00 be awarded to J. Ranck Electric, Inc. for 2019 RRFB Installations;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney and approval as to substance by the Public Services Area Administrator and City Administrator;
RESOLVED, That a contingency of $20,000.00 be established within the project budget and that the City Administrator be authorized to approve change orders to the construction contract with J. Ranck Electric, Inc., not to exceed that amount, in order to satisfactorily complete this project; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
