Resolution to Approve the Family Self Sufficiency (FSS) program funds from HUD ($138,000)
Memorandum
In 2014, HUD combined its Public Housing and Voucher Family Self Sufficiency funding and issued a joint Notice of Funding. The AAHC received enough funding between the two programs to fund 1.5 FTE’s for the FSS program. In 2015, the AAHC was eligible for and applied for enough funding for 2 FTE’s and was awarded $138,000 to fund 2 FTE’s from Jan 1, 2016 through Dec 31, 2016.
The purpose of the FSS program is assist our tenants become self-sufficient by increasing earned income and financial literacy, reducing or eliminating the need for welfare assistance, and make progress toward economic independence and self-sufficiency. The AAHC has hired two Family Self Sufficiency and Supportive Services Coordinators to manage this program.
The AAHC currently has 107 households enrolled in the FSS programs. Below is the CY15 end of year accomplished as reported to HUD.

WHEREAS, the Commission applied to HUD and was awarded CY16 funding for 2 Family Self-Sufficiency (FSS) Coordinators for Public Housing and Voucher Tenants to increase earned income and financial literacy, reduce or eliminate the need for welfare assistance, and make progress toward economic independence and self-sufficiency; and
WHEREAS, the AAHC applied for funding to assist households to get assistance with employment training, job development and placement, assistance in managing personal finances, access to affordable transportation, continue education, and general support and guidance for the purpose of escrowing funds to achieve their goals; and
RESOLVED, that the Ann Arbor Housing Commission Board approves the acceptance of the $138,000 Family Self-Sufficiency funds from HUD to provide FSS case management and coordination services for the Public Housing and Voucher Programs for CY16 and directs the Executive Director, Jennifer Hall, to execute a grant agreement and all other required documents with HUD for this grant.
