Resolution to Approve a Master Services and Purchasing Agreement with Axon Enterprise, Inc. for Police Technology Consolidation, Drones, Hardware, and Software Services (Sourcewell - $2,966,598.76)
Memorandum
The Ann Arbor Police Department (AAPD) and the Information Technology Department recommend the approval of a new five-year Master Services and Purchasing Agreement (MSA) with Axon Enterprise, Inc. This agreement serves to consolidate multiple existing, disparate contracts for body-worn cameras, TASER devices, fleet in-car cameras, interview room systems, and virtual reality (VR) training into a single, comprehensive service model.
The consolidation into a new MSA provides significant operational efficiencies by aligning billing cycles to a single annual invoice and ensuring all hardware and software components, including the addition of new drone technology (Axon Air), are managed under a unified support and replacement framework. This arrangement includes the Technology Assurance Plan (TAP), which provides for scheduled hardware refreshes to ensure the Police Department maintains modern, reliable equipment.
The contract cost over the 60-month term is $2,696,907.96. Due to active staffing increases within the Police Department, a 10% contingency of $269,690.80 is requested to allow for the purchase of additional equipment, such as TASERs and body cameras, for new sworn personnel during the contract term. The total cost with contingency is $2,966,598.76.
The proposed 10% contingency of $269,690.80 is intended to allow for adjustments during the term of the agreement, including additional hardware, software, equipment, or services associated with potential Police Department staffing increases. The contingency will not be automatically expended or drawn down administratively. Any use of contingency funds would require a contract amendment or other appropriate contract action, subject to review and approval by City Administration in accordance with the City’s contract administration process.
The City qualifies to participate in Sourcewell Contract #101223-AXN, which was competitively awarded to Axon Enterprise, Inc. for public safety video, camera, and related technology solutions, including equipment, software, accessories, and professional services. Sourcewell is a cooperative purchasing program that solicits and awards contracts on behalf of eligible public agencies, including local governments, using a sealed competitive process.
The City has previously used Axon body-worn camera and related evidence management solutions and has been satisfied with the operation, functionality, and support provided under the Axon platform.
Budget/Fiscal Impact: Funding for this purchase is available in the approved FY 2027 Information Technology Fund budget ($232,893.00) and the approved General Fund budget ($306,488.60) of the Ann Arbor Police Department. Funding for FY 2028-FY2031 will be included in the Information Technology Fund budget, if so approved by City Council. The total authorized expenditure, including the 10% contingency, is $2,966,598.76.

Whereas, The Ann Arbor Police Department utilizes Axon Enterprise, Inc. for critical public safety technology, including body-worn cameras, conducted energy less-lethal weapons (TASERs), and digital evidence management;
Whereas, The City currently manages multiple separate contracts and amendments with Axon Enterprise, Inc. that have overlapping terms and inconsistent billing cycles;
Whereas, The Ann Arbor Police Department and Information Technology desire to consolidate these services into a single Master Services and Purchasing Agreement to improve administrative oversight, financial tracking, and operational readiness;
Whereas, The new agreement includes the acquisition of drone technology (Axon Air), upgraded fleet camera systems, and continues the Technology Assurance Plan for hardware refreshes;
Whereas, Axon Enterprise, Inc. has provided a consolidated 60-month quote (Q-803985) totaling $2,696,907.96;
Whereas, A 10% contingency in the amount of $269,690.80 is necessary to accommodate additional equipment needs resulting from a planned potential to hire additional personnel during the contract term;
Whereas, Funding for the FY2027 portion of this contract is available in the approved Information Technology Fund budget ($232,893.00) and the approved Ann Arbor Police Department General Fund budget ($306,488.60), with subsequent years to be included in the Information Technology budget; if so approved,
Whereas, Axon Enterprise, Inc. complies with the City’s Non-Discrimination and Living Wage ordinances;
Whereas, Sourcewell is a cooperative purchasing program that competitively solicits and awards contracts on behalf of eligible public agencies, including local governments, using procurement policies and procedures intended to comply with applicable state bidding laws; and
Whereas, Axon Enterprise, Inc. was awarded Contract #101223-AXN by the Sourcewell cooperative purchasing program for public safety video, camera, and related technology solutions, including related equipment, software, accessories, and professional services;
RESOLVED, That City Council approve the Master Services and Purchasing Agreement and Quote Q-803985 with Axon Enterprise, Inc. for a five-year term in the amount of $2,696,907.96 (“Agreement”);
RESOLVED, That City Council approve a 10% contingency in the amount of $269,690.80 to be used for additional hardware, software, less-lethal Tasers or services under this Agreement, subject to the approval of the City Administrator;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said Agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator; and
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution, including the execution of any necessary service schedules or hardware refresh documents consistent with the terms of the Agreement, and termination per its terms as deemed necessary.
