Resolution to Approve a Professional Services Agreement with CDM Smith Michigan Inc. for Hydraulic Modeling Services ($33,808.00)

Memorandum

Attached for your review and approval is a resolution to authorize a Professional Services Agreement with CDM Smith Michigan Inc. (CDM) to provide hydraulic modeling services needed for the U of M/City Water Separation Analysis.  The resolution also provides a ten percent contingency in the amount of $3,380.80.

 

Presently, the City’s and U o fM’s water distribution systems are interconnected, and water entering the U of M’s system can flow through it to other City customers.    The City is examining the possibility of isolating the water distribution system serving U of M properties, such as North Campus, Medical Campus and the Athletic Campus, from the City’s water distribution system as a different method for compliance with EGLE regulations.    The modeling services requested will evaluate the impacts to the City’s water distribution system if the U of M’s system was separated (backflow prevented) from the City’s system.  In order to fully evaluate the effects of these contemplated modifications, the pressure and fire-flow impacts to the city’s system must be modeled to determine if any system improvements will be required to implement the modifications. 

 

CDM created the current hydraulic model of the City’s water distribution system and has extensive knowledge of both distribution systems through previous water modeling work.  As a result, staff is recommending CDM as a best source to perform these services.  Best sourcing this work will also save contract costs and staff involvement required to familiarize a new consultant with our model and the extensive system and operations knowledge already gained by CDM from previous water modeling projects.

 

Engineering staff has negotiated the scope of work and associated fee for these services and that is reflected in the Professional Services Agreement that is being recommended for Council approval.  CDM is in compliance with the requirements of the City’s Non-Discrimination and Living Wage ordinances.  The form of contract will be the standard professional services agreement drafted by the City Attorney.

 

Budget/Fiscal Impact:  Funding for these services is available in the approved Water Supply System Operations and Maintenance budget.

Whereas, Hydraulic modeling services are needed for completion of the UofM/City
Water Separation Analysis;

 

Whereas, CDM Smith Michigan Inc. of Ann Arbor, Michigan has submitted to the City a proposal for the necessary services, setting forth the services to be performed by said firm and the payments to be made by the City therefore, all of which are agreeable to the City;

 

Whereas, CDM Smith Michigan Inc. is in compliance with the requirements of the City’s Non-Discrimination and Living Wage Ordinances;

 

Whereas, The funding for this Professional Services Agreement is available within the approved Water Supply Systems Operations and Maintenance budget;

 

Whereas, It is not economically feasible for another vendor to provide the services as CDM Smith Michigan Inc. has extensive knowledge of the City’s water model setup and operations; and

 

Whereas, Staff recommends that competitive bidding requirements be waived and that CDM Smith Michigan Inc. be used as a Best Source for the services.

 

RESOLVED, That a Professional Services Agreement with CDM Smith Michigan Inc. in the amount of $33,808.00 be approved for hydraulic modeling services;

 

RESOLVED, That a contingency of $3,380.80 (10%) be established for additional work tasks that may be necessary to complete the analysis; subject to approval by the City Administrator;

 

RESOLVED, That, upon staff’s recommendation, the City Council authorize the Professional Services Agreement with CDM Smith Michigan Inc. without competitive bidding as it is a best source for the services;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
