Resolution to Approve Professional Service Agreements with AECOM, HDR, Transportation Engineering Design, DPC, TYLin, Wade Trim, and WSP for As Needed Transportation Engineering and Planning Services (RFP #26-32), ($600,000.00 each; $1,200,000.00 annually over the three-year contract)

Attached for your review and consideration is a resolution to approve Professional Services Agreements with AECOM, HDR, Transportation Engineering Design, DPC, TYLin, Wade Trim, and WSP for As Needed Transportation Engineering and Planning Services.
The Transportation Unit is responsible for evaluation of private development reviews, data collection, intersection and corridor analysis, grant funding applications, construction plans, speed management implementation, street lighting, traffic signals, and policy and procedure assistance. The team is also tasked with coordination of projects by the State and other public agencies or institutions.
The volume of projects in the City’s Capital Improvement Plan, Moving Together Towards Vision Zero Comprehensive Transportation plan, along with the pace of increased private development reviews exceed the capacity of the Transportation staff. The proposed professional services agreements are intended to supplement and support the existing Transportation staff by providing engineering and planning support services necessary to fully plan, design, and execute capital improvement and private development projects for the City of Ann Arbor.
On May 1, 2026, a Request for Proposals No. (26-32) was issued on the City’s RFP website for the As Needed Transportation Engineering and Planning Services. The City received thirteen (13) proposals on June 8, 2026. A staff selection committee reviewed the proposals and determined the firms most qualified for the work according to several criteria:
• Professional Qualifications (30 points)
• Past Involvement with Similar Projects (30 points)
• Proposed Work Plan (20 points)
• Fee Proposal (20 points)
Staff ranked the responding firms in the following order:
1. TYLin
2. Wade Trim
3. HDR
4. AECOM
5. Transportation Engineering Design, DPC
6. WSP
7. HRC
8. OHM
9. Atkins Realis
10. Anderson, Eckstein & Westrick, Inc.
11. Spalding DeDecker
12. Fishbeck
13. Mannik Smith
Based on the proposals and fee schedules submitted, the selection committee decided to award six (6) contracts to the following top firms: AECOM, HDR, Transportation Engineering Design, DPC, TYLin, Wade Trim, and WSP based on their professional qualifications, past involvement with similar projects, proposed work plan, and fee quotations. Utilizing six firms will allow for the operational flexibility, the ability to spread the work among the firms based on the workload and staffing availability and provides options for taking advantage of the different skill sets of the six firms. All six firms comply with the requirements of the City’s Non-Discrimination and Living Wage Ordinance.
During the three-year term of these contracts no specific volume of work is guaranteed to any firm, and the City will assign projects to them on an as-needed basis through work statements. Renewal of the contracts for years four and five will be at the City’s option and subject to the availability of funding.
Since the number and types of projects assigned to these firms will vary from year to year, the attached Professional Services Agreements sets the terms and rates that the City will be charged for the services provided. For each project assigned to it, the firm will be required to submit a proposal and budget in advance, which will become the basis of a separate service agreement (a “work statement”) for each project. The attached Resolution authorizes the City Administrator to enter into these individual work statements for the duration of the agreements. Staff estimates that the amount of work to be assigned to these six firms will be approximately $1,200,000.00 annually over the three-year contract.
Project Schedule: The project is anticipated to begin January 1, 2027 and end on December 31, 2029, with the option to renew each agreement for up to two additional one-year periods for $200,000 per renewal period.
Budget/Fiscal Impact: Funding for this work will be provided by the General Fund, Grant Funding, Act 51 Major and Local Roads Funds, Climate Action Millage Fund, County Mental Health Millage Fund, the University of Michigan, and other sources as appropriate. Funding in future fiscal years is contingent on the availability of budget.

Whereas, The City continues to affirm its commitment to transportation safety with the adoption of R-25-120 “Resolution to Align City Operations with Vision Zero and 2030 VMT Reduction Targets”, which further supports the Resolution to Adopt the Ann Arbor Moving Together Towards Vision Zero - the City of Ann Arbor Comprehensive Transportation Plan” on June 7, 2021;
Whereas, The volume of projects in the City’s Capital Improvement Plan, private development support, and Comprehensive Transportation Plan, estimated value of $12.8 million, exceeds the capacity of the 4.5 member Transportation staff who are managing this work. The Transportation Unit requires consultants to aid in the design, management, and delivery of construction projects;
Whereas, In response to RFP No. 26-32 for As Needed Transportation Engineering and Planning Services, the City received thirteen proposals; and selected AECOM, HDR, Transportation Engineering Design, DPC, TYLin, Wade Trim, and WSP based on their professional qualifications, past experience, work plan, and fee quotations;
Whereas, Funding for this work will be provided by the General Fund, Grant Funding, Act 51 Major and Local Roads Funds, Climate Action Millage Fund, County Mental Health Millage Fund, the University of Michigan, and other sources as appropriate. Funding in future fiscal years is contingent on the availability of budget; and
Whereas, The firms are in compliance with the requirements of the City’s Non-Discrimination and Living Wage ordinances;

RESOLVED, That the Professional Services Agreements As Needed Transportation Engineering and Planning Services with AECOM, HDR, Transportation Engineering Design, DPC, TYLin, Wade Trim, and WSP be effective January 1, 2027 and end on December 31, 2029, and that the City Administrator be authorized to renew each agreement for up to two (2) additional one (1)-year periods in an amount not to exceed $200,000 per renewal period, subject to fee and rate adjustments set out in the original proposals for the renewal periods, and subject to the availability of funds;
RESOLVED, That the City Administrator be authorized to approve individual work statement agreements for the duration of these contracts;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreements after approval as to substance by the City Administrator and as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
