Resolution to Approve Purchase Order for Recycling Processing with Western Washtenaw Recycling Authority ($36,000.00)

Memorandum

The attached resolution approves a purchase order for recycling processing with Western Washtenaw Recycling Authority for a period of up to two weeks in duration. 

 

In order to perform the waste removal and repairs to the steel push wall at the City’s Material Recovery Facility (MRF) necessary to successfully mitigate the site of the final potential cause of the August 8, 2017 fire incident, the transloading operations at the site must be suspended.  During this period, the City’s recyclable materials will be delivered to the Western Washtenaw Recycling Authority for processing to continue this valuable service to the community without interruption.

 

It is anticipated that the waste removal and steel push wall work will be performed between 5:00pm on Friday, September 22, 2017 and Sunday, October 1, 2017 affecting one work week, the purchase order authorization requested is for a potential duration of two weeks in the event additional time is needed to complete the mitigation work.

 

Western Washtenaw Recycling Authority complies with the City’s non-discrimination and living wage ordinances.

Whereas, Recycling processing is a component of the Solid Waste Resource Plan and is a valued service of the community;

 

Whereas, Suspension of operations at the City’s Material Recovery Facility (MRF) is necessary during waste removal and repairs to the steel push wall at the MRF to successfully mitigate the site of the final potential cause of the August 8, 2017 fire incident at the site;

 

Whereas, Western Washtenaw Recycling Authority is able to process City recycle materials for up to two weeks; and

 

Whereas, Western Washtenaw Recycling Authority complies with the City’s Non-Discrimination and Living Wage Ordinances;

 

Whereas, Funding for recycling processing is available in the FY18 approved operation and maintenance budget of the Solid Waste Fund;

 

RESOLVED, That City Council approve purchase order to Western Washtenaw Recycling Authority for up to $36,000 for an anticipated maximum of two weeks of recyclable processing services;

 

RESOLVED, That the City Administrator be authorized to take any other necessary administrative actions to implement this resolution.
