Resolution to Increase Sole Source Purchasing Authority with Aclara Technologies LLC for the Purchase of Meter Transmission Units ($120,000.00 Increase, Total Purchase Value $142,680.00) for One Year

Attached for approval is a resolution authorizing an increase to the purchasing authority with Aclara Technologies LLC for the purchase of Meter Transmission Units (MTU’s) in the amount not to exceed $142,680.00.
Aclara Technologies LLC is the sole manufacturer of the Aclara Fixed Network Advanced Metering Infrastructure (AMI) System installed to read the City’s water meters. Each MTU is connected to a water meter to transmit readings to a Data Collector Unit (DCU). These products are proprietary and are not compatible with any other AMI system.
This resolution will authorize the purchase of MTU’s necessary to complete the Water Meter and MTU Replacement Project (UT-WS-14-17) and to provide inventory for new customer installations. Pricing is variable due to current market conditions.
Aclara Technologies LLC complies with the City’s Non-Discrimination ordinance.
Budget/Fiscal Impact: Funding is available in the approved FY25 and FY26 Sewage Disposal and Water Supply System Operations and Maintenance Budgets. Materials purchased for capital projects will be charged to the appropriate funding source.

Whereas, Aclara Technologies LLC is the sole manufacturer of the Aclara Fixed Network Advanced Metering Infrastructure (AMI) System installed to read the City’s water meters;
Whereas, Additional MTU’s are necessary to complete the Water Meter and MTU Replacement Program and to provide inventory for new customer installations;
Whereas, Pricing is variable based on current market conditions;
Whereas, Funding for this purchase is included in the approved FY25 and FY26 Water Supply System Fund and Sewage Disposal Fund Budgets; and
Whereas, Aclara Technologies LLC complies with the City’s Non-Discrimination ordinances;
RESOLVED, That City Council approve a purchase order with Aclara Technologies LLC for the purchase of Meter Transmission Units (MTU’s) in the amount not to exceed $142,680.00, subject to the availability of funding; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
