Attached for your review and consideration is a resolution to approve a Professional Services Agreement (PSA) with the Regents of the University of Michigan for $481,944.00 for the Near Miss Video Analytics system project.

 

The City of Ann Arbor was awarded a supplemental action planning grant by the U.S. Department of Transportation’s Safe Streets for All (SS4A) program. One of the awarded grant elements are for Near Miss Video Analytics system. Such a system supports the city’s vision to have zero deaths on city owned roadways. This work will provide city staff a video-based system that will supplement Ann Arbor’s existing annual crash analysis so that dangerous conditions and behaviors that may go unreported can be identified and diagnosed before severe crashes happen. This will be done utilizing the City’s existing 60 Gridsmart Cameras. Software and system integration services will be provided by the consultant.

 

On November 13, 2024, a Request for Proposals No. (24-58) was issued for this project. The City received two proposals on January 7, 2025. A staff selection committee reviewed the proposals and determined the firm most qualified for the work according to several criteria:

 

                     Professional Qualifications (15 points)

                     Past Involvement with Similar Projects (20 points)

                     Work Plan (15 points)

                     Technical Capabilities of the System (25 points)

                     Value-added Factors (5 points)

                     Local Presence (5 points)

                     Fee Proposal (15 points)

 

Staff ranked the responding firms in the following order:

 

1.University of Michigan Transportation Research Institute (UMTRI)

2. Derq USA, Inc.

 

The committee selected UMTRI based on their professional qualifications, past involvement with similar projects, proposed work plan, and fee quotations. UMTRI will be responsible for the successful execution of the project, and will be led by Dr. Henry Liu, Director of UMTRI.

 

While the contract for this project will be with the University of Michigan, the work will be done by the University of Michigan Transportation Research Institute (UMTRI). UMTRI is focused on multidisciplinary research to advance safe, equitable, and efficient transportation and mobility. The City has joined a team led by UMTRI on connected vehicle research and deployment projects since 2012 and is very familiar with their work.

 

UMTRI complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinance.

 

Project Schedule: The project is anticipated to begin in April 2025 and end in March 2027.

 

Budget/Fiscal Impact: This project is included in the Capital Improvement Program (OI-26-S1). The federal funding for this work will be provided by the SS4A grant funds, which provides for 80% of eligible federal expenses ($385,545.20) and 20% local funds ($96,398.80) will be paid for by the Climate Action Millage. Funding is available in FY25 Major Grants and Climate Action Millage Funds and will be available in future fiscal years if so, approved by Council.

Whereas, The City demonstrated its commitment to transportation safety with the adoption of R-21-211 “Resolution to Adopt the Ann Arbor Moving Together Towards Vision Zero - the City of Ann Arbor Comprehensive Transportation Plan” on June 7, 2021;

 

Whereas, The City entered into an agreement with the U.S. Department of Transportation to accept the awarded Supplemental Action Planning Grant on January 19, 2024;

 

Whereas, In response to RFP No. 24-58, the City received two (2) proposals and selected the University of Michigan based on their professional qualifications, past involvement with similar projects, proposed work plan, and fee quotations;

 

Whereas, the University of Michigan complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinance; and

 

Whereas, Funding for the local share of the project is available in the Climate Action Millage Budget;

 

RESOLVED, That the City Council approve a Professional Services Agreement with the Regents of the University of Michigan in the amount of $481,944.00 for the Near Miss Video Analytics system (RFP No. 24-58);

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
