To Approve the Ann Arbor Housing Commission FY15 -FY 19 5-Year Plan and the FY15 Annual Action Plan

The Quality Housing and Work Responsibility Act of October, 1998 introduced Five-Year and Annual PHA Plans to provide a ready source for interested parties to locate basic PHA policies, rules and requirements concerning the PHA's operations, programs and services and to inform HUD, families served by the PHA, and members of the public of the PHA's mission and strategies for serving the needs of the low-income and very low-income families.
The Commission submitted a Five-Year Plan for 2010-2014 in July 2010 and is required to submit to HUD a new 5-Year Plan and a FY15 Annual Plan no later than April 17, 2015. AAHC staff met with the Resident Advisory Board (RAB) to review, discuss and answer questions regarding the Agency Plan, which are incorporated into the Plan.
The AAHC presented the Annual Plan and the Continuum of Care Meeting on March 11, 2015 and received one comment.
The AAHC's Annual Plan was on public display for a minimum of 45 days at the Commission's Offices (Miller Manor, Baker Commons, Ashley) and on the Commission's website, beginning February 1, 2015 thru April 4, 2015. The required Public Hearing was held on March 18, 2015 during the regularly scheduled Board Meeting to further receive resident and community comments and no additional comments were received.
The Plan is now complete and ready for Board consideration and approval and subsequent execution of relevant certifications by the President of the Board and the Executive Director.

Body
WHEREAS, the Ann Arbor Housing Commission is required to submit an Annual Action Plan to HUD no later than April 17, 2015; and
WHEREAS, the Resident Advisory Board met on February 5, 2015, reviewed and made comments on the 5-Year and Annual Action Plan which are incorporated into the Plan; and
WHEREAS, the Continuum of Care met on March 11, 2015 and reviewed and made comments on the 5-Year and Annual Action Plan which are incorporated into the Plan; and
WHEREAS, a public hearing was held on March 18, 2015 and the plan was on display to the public beginning on February 1, 2015 and no additional comments have been received; and
RESOLVED that the Board of the Ann Arbor Housing Commission approves the FY15 to FY19 5-Year Plan and the FY 15 Annual Agency Plan for fiscal year beginning July 1, 2015 through June 30, 2016 and all attachments, and authorizes the electronic submission of the Plan to HUD on or before April 17, 2014.
