Attached for your approval, please find a resolution to approve Amendment No. 1 to the Professional Services Agreement (PSA) with OHM Advisors in the amount of $1,752,031.00 for construction engineering, construction inspection, and surveying support services for the Pittsfield Village Improvements Project.
In October 2023, the City entered into an agreement with OHM Advisors for design engineering, permitting, and public engagement services for the Pittsfield Village Improvements Project for $1,140,971.00 (R-23-354). This amendment would bring the total services amount with OHM Advisors to $2,893,002.00.
Construction of the project is expected to occur from April 2025 through November 2026. Because of their familiarity with the project, OHM Advisors is best suited to provide the construction phase support for the project.
Budget/Fiscal Impact: Funding for this work is available in the approved Public Services Area Capital Budgets. The identified projects include (UT-WS-20-09, UT-SN-20-01, UT-SN-18-07, UT-ST-22-02, UT-ST-18-06, UT-ST-25-04; TR•SB-24-10, TR-AT-26-04; TR-AT-26-05) that comprise the Pittsfield Village Improvements Project.

Whereas, Construction engineering, construction inspection and surveying services are needed for the Pittsfield Village Improvements Project;
Whereas, OHM Advisors has demonstrated the required experience, personnel, and competitive fees to provide these services for the Pittsfield Village Improvements Project;
Whereas, OHM Advisors provided design engineering services for the project and therefore have an in-depth understanding of the project design;
Whereas, OHM Advisors complies with the requirements of the non-discrimination and Living Wage Ordinances; and
Whereas, Funding for this amendment is available in the approved capital project budget;
RESOLVED, That the City Council approves Amendment No. 1 to the professional services agreement with OHM Advisors in the amount of $1,752,031.00 for construction engineering, construction inspection, and surveying services for the Pittsfield Village Improvements Project;
RESOLVED, That the City Administrator be authorized to approve amendments to the professional services agreement with OHM Advisors up to $175,000.00 in order to satisfactorily complete the project;
RESOLVED, That the City make the following declaration for the purposes of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expect to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said amendment after approval as to form by the City Attorney, and approval as to substance by the City Administrator; and
RESOLVED, That Council authorizes the City Administrator to take necessary administrative actions to implement this resolution.
