Memorandum
Ann Arbor Police Services is requesting approval to participate with the University of Michigan Public Safety and the Washtenaw County Sheriff’s Office in a funding agreement for acquisition of a firearms and force options simulator training system and after acquired, its on-going operation and maintenance costs.
Budget/Fiscal Impact: The Ann Arbor Police Department has funding available in forfeiture Fund 0027 for the cost of the simulator training system. The funds are in fund balance for Fund 0027. The Police Department requests that Council appropriate $50,833 from Fund 0027 fund balance to purchase the system.
The MILO Range is an interactive use of force and tactical judgment simulator. The Training System includes a large library of interactive scenarios and training exercises. In addition, the System Firing Range can simulate indoor/outdoor firing range scenarios for small arms marksmanship, qualification and weapon handling.

Whereas, City of Ann Arbor Police Services, the University of Michigan Public Safety Department and the Washtenaw County Sheriff’s Office have identified an opportunity for and an appropriate means to expand and enhance regional training opportunities with the joint purchase of a firearms and force options simulator (“Training System”);
Whereas, The Training System is designed to allow the trainers the ability to give presentations and classes, conduct interactive testing and assessment, and provide immersive hands-on scenario based exercises with detailed debriefing and after action review;
Whereas, The Training System’s features will assist the partner law enforcement agencies in increasing the knowledge and skills of their respective law enforcement division and regional cooperative training opportunities;
Whereas, Each Participant to the Agreement agrees to appropriate one-third of the cost of the Training System, being $50,833.00 and further agrees to budget annually and be responsible for one-third of the annual operation and maintenance costs for the Training System, estimated at $1,000.00;
Whereas, Funds for the City’s share of the acquisition of the MILO system are available in Fund 0027 fund balance for appropriation to the FY17 Fund 0027 budget to pay the one-third AAPD share of the system; and
Whereas, Washtenaw County has agreed to purchase the Training System, on behalf of the all the entities participating in the Agreement, and assume the responsibility for securing an appropriate storage location for the Training System accessible to all entities participating in the Agreement;
RESOLVED, That City Council approve participation with Washtenaw County and the University of Michigan;
RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the Participation Agreement between the parties after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That City Council appropriate the necessary funding for payment of the City proportionate share of the Training System, being $50,833.00, from Fund 0027 fund balance to the FY17 Fund 0027 budget.
