Resolution to Approve a Professional Services Agreement with Stantec Consulting Services Inc. for the Hazard Mitigation Plan Update (RFP 26-30) ($175,000.00)

The Ann Arbor Fire Department recommends the approval of a Professional Services Agreement with Stantec Consulting Services Inc. in the amount of $168,756.00 for the 2027 City of Ann Arbor Hazard Mitigation Plan Update.
A current, Federal Emergency Management Agency (FEMA) approved hazard mitigation plan is a mandatory requirement for the City to remain eligible for various federal grant programs and to maintain the City’s flood insurance rating score under the Community Rating System (CRS). The City’s current plan is scheduled to expire in November 2027, and this update process ensures the City remains compliant with Federal Emergency Management Agency (FEMA) regulations, which require plan renewal every five years.
The scope of work for this update includes a comprehensive risk and vulnerability assessment that integrates climate change projections and social vulnerability data. The project will focus on identifying actionable strategies to mitigate risks from natural, human-caused, and climate-related hazards, aligning with the City’s A2ZERO carbon neutrality goals and the One Community equity initiative.
A Request for Proposals (RFP 26-30) was solicited, and Stantec Consulting Services Inc. was selected based on their technical expertise, previous successful performance with the City's 2017 and 2022 plan updates, and their robust approach to equitable community engagement.
Budget/Fiscal Impact: The total cost for these professional services is $168,756.00. A contingency of $6,244.00 is being requested. Funding for this project is available in the FY2027 Fire Department General Fund budget.
Stantec Consulting Services Inc. complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances.

Whereas, The City’s Hazard Mitigation Plan must be renewed every five years to remain current with the Federal Emergency Management Agency (FEMA) and maintain eligibility for federal mitigation grant funding;
Whereas, A current plan is necessary to maintain the City’s Community Rating System (CRS) score, which provides flood insurance premium discounts to residents;
Whereas, The City issued RFP 26-30 for the Hazard Mitigation Plan Update and received a comprehensive proposal from Stantec Consulting Services Inc.;
Whereas, Stantec Consulting Services Inc. was selected for their expertise in climate resilience, FEMA compliance, and their commitment to an equity-centered planning process;
Whereas, The project will holistically integrate climate change considerations and social vulnerability into the City’s risk assessment and mitigation strategy;
Whereas, Funding for the project is available in the FY2027 General Fund Fire Department budget; and
Whereas, Stantec Consulting Services Inc. complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances;
RESOLVED, That City Council approve the Professional Services Agreement between the City of Ann Arbor and Stantec Consulting Services Inc. for the City of Ann Arbor Hazard Mitigation Plan Update in the amount of $168,756.00(Agreement);
RESOLVED, That City Council approve a contingency in the amount of $6,244.00, subject to City Administrator approval;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the Agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution including: execution of related additional required agreement necessary to effectuate the terms of the Agreement; execution of amendments not exceeding the approved expenditure; and termination of the Agreement on its terms if deemed necessary.
