Attached for your review and approval is a resolution authorizing an increase to the existing sole source purchase order with Source One Environmental, LLC for parts, supplies, and equipment necessary to perform sanitary and storm sewer pipe lining in FY27.
Public Works uses PipePatch pipe lining equipment to perform small spot lining repairs to sanitary and storm sewer pipes. Source One Environmental, LLC is the sole source provider for PipePatch lining and rehabilitation equipment in the Southeastern Michigan Region.
Spot lining is a “trenchless” technology that enables pipe repair or maintenance without disturbing the surface above. During spot lining, a small section of new material is pulled into the existing pipe covering the area of the deficiency, creating a new pipe inside the existing one. The process is not only cost effective but eliminates the need for extensive excavation and lengthy traffic control measures, thereby minimizing disruption.
Sole source goods procurement over $25,000.00 requires City Council Approval per City Charter.
Source One Environmental, LLC complies with the requirements of the City’s Non-Discrimination Ordinance.
Budget/Fiscal Impact: Funding is available in the approved FY27 Operations and Maintenance Budgets of the Stormwater and Sewage Disposal System Funds.

Whereas, The Public Works Unit uses pipe lining equipment to perform spot lining activities resulting in increased lifespan of the City’s sanitary and stormwater pipes;
Whereas, The purchase of parts, supplies and equipment to perform pipe spot lining is necessary for continued operation and uninterrupted utility pipe repairs;
Whereas, Source One Environmental, LLC is the Sole Source for the PipePatch brand equipment and supplies the City has invested into;
Whereas, Funding is available in the approved FY27 Operations and Maintenance Budgets of the Stormwater and Sewage Disposal System Funds; and
Whereas, Source One Environmental, LLC complies with the requirements of the City’s Non-Discrimination Ordinance;
RESOLVED, That City Council approve an increase to the existing sole source purchase order with Source One Environmental, LLC for utility pipe lining parts, supplies and equipment in an amount totaling $50,000.00 in FY27; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
