Resolution to Approve a Professional Services Agreement with OHM Advisors for Engineering Services for the Sanitary Sewer Collection System Comprehensive Plan ($866,165.00)

Attached for your review and approval is a resolution to authorize a Professional Services Agreement with OHM Advisors to create a comprehensive plan for the City’s sanitary sewer collection system and to update the city’s hydraulic model.
The goal of this project is to ensure a sustainable sanitary sewer collection system that is protective of the public health while maintaining an acceptable level of service. This will be accomplished by analyzing current and future population projections, sanitary sewer data, and by updating the sanitary sewer system’s hydraulic model. When complete, the plan will be used to strategically plan and budget for capacity related improvements to ensure a sustainable sanitary sewer collection system for current demand and future growth needs.
The City issued a Request for Proposal (RFP #24-40) in June 2024 for selecting a consultant to perform engineering services for the above project. Proposals were received from three (3) firms on July 11, 2024. A staff selection committee reviewed the proposals and determined OHM Advisors the most qualified for the work according to several criteria:
• Professional Qualifications (20%)
• Past Involvement with Similar Projects (20%)
• Work Plan (40%)
• Fee Proposal (20%)
The project is anticipated to be completed in early 2026. Additional project budget is requested to retain OHM Advisors for a three (3) year period following the completion of this project for as-needed hydraulic modeling services as outlined in the RFP. These as-needed services may include future updates to the hydraulic model; system operation troubleshooting, development impact analysis, etc.
Budget/Fiscal Impact: Funding is available in the FY25 Systems Planning Sewage Disposal Fund Operations and Maintenance Budget and will be available in future fiscal year budgets if so, approved by Council.

Whereas, Professional consulting services are needed in the form of engineering for the Sanitary Sewer Collection System Comprehensive Plan project;
Whereas, City published RFP #24-40 and thee (3) proposals were received and publicly opened on July 11, 2024;
Whereas, Proposals were reviewed by Procurement and evaluated by City staff based on professional qualifications, past involvement with similar projects, proposed work plans and fee schedule;
Whereas, Staff selected OHM Advisors as most qualified to perform the work identified in RFP #24-40;
Whereas, Funding is available in the approved FY25 and future Systems Planning Sewer Fund Operations and Maintenance Budgets, subject to the annual appropriation of funding; and
Whereas, OHM Advisors complies with the City’s Non-Discrimination and Living Wage Ordinances;
RESOLVED, That the City Council approve a Professional Services Agreement with OHM Advisors in the amount of $866,165.00 for professional consulting services for the Sanitary Sewer Collection System Comprehensive Plan (RFP 24-40);
RESOLVED, That the City Administrator be authorized to approve amendments to OHM Advisors’ professional services agreement up to $86,616.00 to satisfactorily complete the project;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
