Resolution to Approve the Purchase of a John Deere Backhoe and Attachments from AIS Construction Equipment Corp. (MiDeal - $184,332.39)
Memorandum
The attached resolution authorizes the purchase of one John Deere model 320P HL backhoe for $160,032.39, one NPK breaker for $14,400.00, and one NPK compactor for $9,900.00, for a total cost of $184,332.39 through the State of Michigan MiDeal cooperative purchasing contract #240000000158 for use by the Public Services Area, Public Works Unit, Storm Utility operations.
The backhoe listed in this resolution will replace an existing 2016 John Deere model 310SL HL backhoe (#2774) with 3,010 hours of use and is beyond its useful life. Also being replaced is a 2014 Kent breaker (#2941). The compactor being ordered will be new to the Fleet. The Public Works Unit uses this backhoe in its storm utility department to repair and maintenance the City’s storm water infrastructure. This backhoe will be replaced with a diesel-powered unit. Fully electric backhoes are still relatively new to the market, and there is not yet enough information available to determine how they will perform during all-day use.
AIS Construction Equipment Corp., New Hudson, Michigan was awarded contract #240000000158 by the State of Michigan MiDeal cooperative purchasing program for Construction Equipment.
AIS Construction Equipment Corp. complies with the requirements of the City’s Conflict of Interest and Non-Discrimination ordinances.
Budget/Fiscal Impact: Adequate funding for the purchase of this equipment is available in the approved FY2027 Fleet Services Fund Operations and Maintenance budget.
This new backhoe and attachments will be placed on a 10-year replacement schedule which is consistent with other equipment of this size. In addition to operating costs, Public Works will have an annual replacement costs of approximately $27,024.00, that will fund the eventual replacement of the assets.
Green Fleet Policy: The Green Fleet Committee approved the need for the replacement of this equipment, that the proposed replacement is consistent with the Green Fleet Policy and recommended the approval of this resolution. The Sustainability and Innovations Manager has concurred with the actions of the Committee.

Whereas, Competitive bids were received by the State of Michigan MiDeal cooperative purchasing program and AIS Construction Equipment Corp., New Hudson, MI, was the lowest responsive bidder under contract #240000000158 for Construction Equipment;
Whereas, AIS Construction Equipment Corp. complies with the requirements of the City’s Conflict of Interest and Non-Discrimination Ordinances; and
Whereas, Adequate funds for the purchase of this John Deere backhoe and attachments are available in the approved FY27 Fleet Services Fund Operations and Maintenance budget;
RESOLVED, That the City Council approves the issuance of a purchase order to AIS Construction Equipment Corp. for one John Deere model 320P HL backhoe for $160,032.39, one NPK breaker for $14,400.00, and one NPK compactor for $9,900.00 for a total of $184,332.39;
RESOLVED, That funds for the purchase of this equipment come from the FY27 Fleet Services Fund Operations and Maintenance budget with funds to be available without regard to fiscal year;
RESOLVED, That the equipment being replaced (no. 2774 and 2941) be sold at the next City vehicle auction held after the equipment is removed from service; and
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
