Resolution to Approve 1146 South Maple Road - Hickory Way III PUD Site Plan and Development Agreement (CPC Recommendation: Approval - 8 Yeas and 0 Nays)
Memorandum
Approval of this resolution and the accompanying PUD zoning and supplemental regulations will allow for the construction of a four-story, 39 unit affordable housing apartment building.
Petition Summary:
The site plan proposes a four story, 39 unit 100% affordable housing apartment building. The apartments will be one-bedroom units. Vehicle parking is provided in a 20 space parking lot. This development will operate in conjunction with Hickory Way I and II which are immediately adjacent to the north. All on-site amenities of any phase will be available to all the residents of the Hickory Way complex.
The proposed 4-story building would include elevator access to upper floors and common interior hallways, and feature:
• 39 one-bedroom units of 652 sq ft each
• 20 parking spaces (18 electric vehicle capable, 2 electric vehicle installed)
• 10 bicycle parking spaces (6 Type A, 4 Type B)
• Total of 37,451 sq ft of floor area
The proposed affordable housing development would target low-income tenants earning up to 60% of Area Median Income. Up to 35% of units would be designated as supportive housing for formerly unhoused residents. All units are planned to meet affordability standards.
A development agreement has been prepared to address the provision of affordable housing on-site.
The City Planning Commission, at its meeting of November 19, 2024, recommended approval of this request.

Whereas, Avalon Housing has requested site plan approval in order to develop a four-story, 39 unit affordable housing apartment building;
Whereas, A development agreement has been prepared to ensure the construction of affordable housing on site;
Whereas, The Ann Arbor City Planning Commission, on November 19, 2024, recommended approval of the petition;
Whereas, The development would comply with the accompanying proposed PUD (Planned Unit Development) zoning established pursuant to the requirements of Chapter 55, and with all applicable local, state, or federal laws, ordinances, standards and regulations;
Whereas, The development would limit the disturbance of natural features to the minimum necessary to allow a reasonable use of the land, applying criteria for reviewing a natural features statement of impact set forth in Chapter 55; and
Whereas, The development would not cause a public or private nuisance and would not have a detrimental effect on the public health, safety and welfare;
RESOLVED, That City Council approves the Development Agreement, substantially in the form of that attached, dated February 10, 2025;
RESOLVED, That the Mayor and City Clerk are authorized and directed to sign the Development Agreement after approval by the City Administrator and City Attorney; and
RESOLVED, That City Council approves the 1146 South Maple Road - Hickory Way III PUD Site Plan dated September 21, 2024, upon the condition that 1) the Development Agreement is signed by all parties, and 2) all terms of the Development Agreement are satisfied.
