Resolution to Approve the Purchase of Polymer from Solenis LLC for Centrifuges at the Water Resource Recovery Facility, ITB No. 4787 ($404,000.00/year, Estimated)
Memorandum
Your approval is requested to authorize the purchase of polymer from Solenis LLC for the City’s Water Resource Recovery Facility (WRRF) at the unit price of $1.01 per pound, with an estimated annual quantity of 400,000 pounds and a total estimated cost of $404,000.00 for FY27.
The WRRF utilizes two gravity belt thickeners to thicken biosolids from the secondary (biological) treatment process and three centrifuges to dewater biosolids for disposal in a landfill. Biosolids must be conditioned with polymers to ensure proper functionality and optimal performance of both the gravity belt thickeners and the centrifuges, making the biosolids suitable for landfill disposal.
Plant staff worked with multiple vendors to test various polymers and determine which products best meet the performance needs of the WRRF’s thickening and dewatering systems. After testing and establishing performance requirements, staff advertised for two specific polymers under Invitation to Bid (ITB) No. 4787: SNF Polydyne, Clarifloc CE-1540 polymer and Solenis LLC, Zetag 8846FS (US). Either polymer is suitable for use in both the gravity belt thickeners and the centrifuges. Pricing was requested for these two polymers under ITB No. 4787, with pricing firm for one year.
The following bids were received in response to ITB No. 4787:
• Polydyne, Inc.
o Clarifloc CE-1540 - $1.12/pound delivered
• Solenis LLC
o Zetag 8846FS (US) - $1.01/pound delivered
Staff reviewed the bids for compliance with ITB No. 4787 specifications and recommends awarding the purchase to Solenis LLC, the lowest responsible bidder, for FY27.
It is further recommended that the agreement be eligible for up to three annual renewals, with any price adjustments tied to the Producer Price Index for Basic Chemical Manufacturing (PPI Code 3251), subject to mutual agreement between the supplier and the City Administrator.
Budget/Fiscal Impact: Funds for this purchase are included in the approved FY27 WRRF Operation and Maintenance budget of the Sewage Disposal System Fund. Purchases in subsequent fiscal years are subject to the availability of funding.

Whereas, The City’s Water Resource Recovery facility (WRRF) requires polymer as an essential component of its biosolids thickening and dewatering systems;
Whereas, Solenis LLC submitted the lowest responsible bid for supplying polymer to the WWTP per the specifications in ITB No. 4787;
Whereas, Sufficient funds have been budgeted in the approved FY 27 WRRF Operation and Maintenance budget for the Sewage Disposal System and approved purchases for subsequent years are subject to availability of funding; and
Whereas, Solenis LLC complies with the requirements of the Non-Discrimination Ordinance;
RESOLVED, That City Council accepts Solenis LLC’s bid of $1.01/pound polymer in accordance with the terms of ITB No. 4787;
RESOLVED, That the City Administrator be directed to enter into a purchasing agreement in accordance with this resolution at an estimated cost of $404,000.00/year for the one-year term ending June 30, 2027;
RESOLVED, The Water Resource Recovery Unit Manager be authorized to purchase from another vendor if Solenis LLC is unable to provide this good in a timely manner;
RESOLVED, That the City Administrator be authorized to renew the purchasing agreement for up to three (3), one-year (1) periods after the initial one-year period provided both parties agree to an extension and subject to the availability of funding and unit price adjustments per ITB No. 4787; and
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution.
