Resolution to Approve the Hiring of Milton Dohoney Jr. as City Administrator

Whereas, The Charter of the City of Ann Arbor requires the City Council to hire the City Administrator;
Whereas, On August 16, 2021, City Council approved Resolution R-21-327 which initiated a search for an Interim City Administrator by the City Attorney with the assistance of the recruitment firm GovHR;
Whereas, After several candidates were identified, the Council Administration Committee made recommendations, and on September 13, 2021, the City Council approved Resolution R-21-352 which established the evaluation process for the two final candidates;
Whereas, On September 27, 2021, following completion of the evaluation process, City Council approved Resolution R-21-363 selecting Milton Dohoney Jr. as Interim City Administrator;
Whereas, On October 12, 2021, City Council approved Resolution R-21-381 authorizing a contract with Mr. Dohoney to serve as Interim City Administrator starting on October 18, 2021, and Mr. Dohoney has served in an interim capacity since that date;
Whereas On February 8, 2022, the City Council Administration Committee requested an evaluation of Interim City Administrator Dohoney, and the City hired Consultant Amy Cell to assist with this process;
Whereas, Consultant Cell completed a 360-degree evaluation process with feedback received from City Council, the City’s executive team, as well as through an all-employee survey;
Whereas, The feedback was overwhelmingly positive indicating that even in a very short period of time Mr. Dohoney has provided a calm and stabilizing environment stressing inclusion and respect, using his extensive experience and natural leadership and communication style; and
Whereas, On March 8, 2022, after review of the evaluation results, the City Council Administration Committee unanimously recommended that Mr. Dohoney be hired as the permanent Ann Arbor City Administrator;
RESOLVED, That Milton Dohoney Jr. be offered the permanent position of Ann Arbor City Administrator to begin at a time to be mutually determined by Mr. Dohoney and the City Council; and
RESOLVED, The City Council authorizes Mayor Christopher Taylor, with the assistance of the Interim City Attorney, to negotiate a proposed contract with Milton Dohoney Jr. to serve as the City Administrator, with the final contract to be presented to City Council for approval.
